The China National Intellectual Property Administration held a press conference on the 27th to introduce the progress of the special action of patent transformation and application. Universities and research institutions are important components of the national strategic scientific and technological strength and innovation system, and are important forces for patent transformation and application. It is reported that as of the end of 2023, the number of effective invention patents owned by domestic universities in China reached 794000, and the number of effective invention patents owned by research institutions reached 229000, accounting for a total of 1/4 of the total effective invention patents in China. In order to promote the better and faster transformation of patent achievements into real productivity, the China National Intellectual Property Administration, together with relevant departments, recently issued the Work Plan for Revitalizing the Stock Patents of Universities and Scientific Research Institutions. The plan proposes to achieve full coverage of the national inventory of unconverted and effective patents in universities and research institutions by the end of 2024, accelerate the conversion of a batch of high-value patents by the end of 2025, and significantly improve the industrialization and implementation rates of patents in universities and research institutions. Sorting out and revitalizing the existing patents of universities and research institutions is an important task to focus on the source of innovation, promote the industrialization of a batch of high-value patents, and is also the primary task of the special action deployment for patent transformation and application. It is reported that the China National Intellectual Property Administration will give prominence to the main role of universities and scientific research institutions, find out the patent stock that can be transformed, and carry out targeted work.
