On the 26th, Sun Xiaobo, Director General of the Arms Control Department of the Chinese Ministry of Foreign Affairs, delivered a speech at the high-level weekly meeting of the Conference on Disarmament (CD) in Geneva, calling on all parties to uphold the concept of a community with a shared future for mankind and promote the international arms control and disarmament process. Sun Xiaobo said that the current international strategic and security situation is facing new challenges. The country with the strongest military strength, in order to seek its own absolute advantage, has repeatedly "broken contracts and withdrawn from the group", and has formed a group like small circle, seriously undermining strategic balance and stability. Only by adhering to the concept of a community with a shared future for mankind, advocating for an equal and orderly world with multipolarity and inclusive economic globalization, can we break through security difficulties and ultimately achieve win-win outcomes. Sun Xiaobo stated that in the face of the severe international security situation, the CD should take proactive measures. One is to abide by multilateralism and achieve common security. The demand of non nuclear weapon states for exemption from the threat of nuclear weapons is legitimate and reasonable. The issue of non nuclear security has gained widespread consensus and is a "low hanging fruit". The CD should clarify a roadmap or timetable and reach an international legal instrument on this as soon as possible. The second is to maintain consensus on nuclear disarmament and promote the process of nuclear disarmament. The country with the largest nuclear arsenal should continue to fulfill its special and priority responsibilities. Nuclear weapon states should negotiate and conclude a treaty on non first use of nuclear weapons or issue a political statement on this matter. The third is to coordinate development and security, and oppose "decoupling and chain breaking". The international community should strengthen cooperation, establish a universal and non discriminatory order for preventing proliferation and export control, effectively address global security challenges, and ensure that developing countries enjoy equal access to the achievements of scientific and technological progress. The fourth is to attach importance to the formulation of international rules and respond to emerging technological challenges such as artificial intelligence, outer space, and the internet. The fifth is to promote compliance in the field of biochemistry and maintain the authority of the arms control treaty system. Sun Xiaobo said that the complete prohibition and destruction of chemical weapons is the purpose and goal of the Chemical Weapons Convention. The convention stipulates that Japan should complete the destruction of abandoned chemical weapons in China by 2012 at the latest, but the destruction work has been delayed four times, and less than a quarter of the approximately 400000 Japanese chemical weapons discovered so far have been destroyed. China urges Japan to fulfill its international obligations, promptly and thoroughly destroy abandoned chemical weapons, and return a clean land to the Chinese people. Sun Xiaobo stated that China's national defense construction and development have always focused on meeting the legitimate needs of its own security, and have always been a growth force for world peace. China is willing to work with all parties to uphold the authority of the CD, adhere to the principle of consultation and consensus, and promote the early commencement of substantive work in the CD.
