The work of handling letters and visits by the National People's Congress deeply implements the spirit of the 20th National Congress of the Communist Party of China, adheres to the leadership of the Party, comprehensively implements the Regulations on Letters and Visits Work, strictly implements the Regulations on Letters and Visits Work of National People's Congress Organs, effectively improves the mechanism for handling and supervising prominent issues in letters and visits, opens up channels for letters and visits, reflects social and public opinion, responds to people's concerns, and provides guarantees for the National People's Congress and its Standing Committee to closely connect with the masses and fulfill their duties in accordance with the law. The person in charge of the Letters and Visits Bureau of the Office of the Standing Committee of the National People's Congress introduced that the Standing Committee of the National People's Congress has established a special reporting mechanism to the Chairman's Meeting, forming a creative arrangement of reporting the work of letters and visits to the Chairman's Meeting every six months. On August 21, 2023, the 10th Chairman's Meeting of the 14th Standing Committee of the National People's Congress listened to and reviewed the report on the work of petitions by the National People's Congress in the first half of 2023, and approved the "Regulations on the Work of Petitions by National People's Congress Organs", which made provisions on the acceptance, handling, and transmission of petitions, as well as the proposal and handling of petitions by National People's Congress deputies, and promoted the level of legalization of petitions by the National People's Congress to a new level. On February 7, 2024, the 19th Chairman's Meeting of the 14th National People's Congress Standing Committee listened to and reviewed the report on the work of mass petitions since the 14th National People's Congress Standing Committee took office. From May 31 to June 2, 2023, the Office of the Standing Committee of the National People's Congress held a symposium on suggestions for the supervision work plan of the People's Congress petition department in Ningde City, Fujian Province. Comrades in charge of the petition departments of the People's Congress in Beijing, Dalian, Liaoning, and other places, as well as relevant officials from the National Bureau of Letters and Visits, the Supreme People's Court, the Supreme People's Procuratorate, and the Ministry of Public Security, attended the meeting and put forward more than 20 opinions and suggestions on continuously improving the quality and effectiveness of the topic, strengthening and improving the petition work of the People's Congress in the new era. On November 30, 2023, the General Office of the Standing Committee of the National People's Congress held a symposium on the handling of letters and visits transferred by the National People's Congress. The meeting reported on the relevant situations of the "Regulations on the Work of Letters and Visits by National People's Congress Organs" reviewed and approved by the Chairman's Meeting, as well as the relevant situations of handling and supervising prominent letters and visits. Officials from 9 relevant departments, including the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security, the National Bureau of Letters and Visits, the Ministry of Natural Resources, the Ministry of Agriculture and Rural Affairs, the Ministry of Emergency Management, the Standing Committee of the Guangdong Provincial People's Congress, and the Standing Committee of the Fujian Provincial People's Congress, delivered speeches. Officials from the Standing Committee of the People's Congress of 7 provinces and cities, including Beijing, Hebei, Liaoning, Jiangsu, Zhejiang, Shandong, and Sichuan, attended the meeting.
