Starting from central and state organs and leading cadres, we have been tirelessly rectifying the stubborn problems of the "four winds" and improving our work style through normalization and institutionalization. In the past three years, violations of the spirit of the eight point regulations of the central government have accounted for the highest proportion of all types of disciplinary violations among party members and cadres in central and state organs. From the perspective of disciplinary departments, many departments of the central and state organs have investigated and dealt with violations of the spirit of the central eight point regulations; From the perspective of disciplinary violations, there are both old habits of repeated bans and new manifestations of transformation. Some turn a blind eye to the repeated orders of the Party Central Committee, especially the high incidence of problems such as accepting banquets, accepting gifts and gifts in violation of regulations, and traveling with public funds in violation of regulations. In depth analysis of these cases, there are the following characteristics: from the perspective of unit categories, problems are relatively concentrated in the enterprises and institutions under the department, and in the vertically managed units; From the perspective of key groups, problems with the "top leaders" of internal departments and affiliated units are relatively concentrated; From the perspective of temporal and spatial characteristics, holidays such as New Year's Day, Spring Festival, Mid Autumn Festival, and National Day, which are "eight hours away", have a relatively concentrated occurrence of problems when traveling on official business, visiting relatives on vacation, and going out to work; From the perspective of carrier characteristics, the "Four Winds" problems caused by various "circles" such as fellow villagers, classmates, and comrades are relatively concentrated. Regarding the root causes of the frequent occurrence of the "Four Winds" problem, Peng Hong, Executive Deputy Secretary of the Party Committee of the Central and State Organ Working Committees, analyzed that firstly, the central and state organs have a special status and role, and party members and cadres have a high level of attention in society, which increases the risk of being eroded by bad customs; Secondly, there are new signs of hidden mutations in the trend of misconduct, making daily supervision more difficult; The third is that there are still weak links in ideological education, disciplinary constraints, especially in the implementation of institutional regulations, and efforts need to be made to plug loopholes, fill gaps, and improve systems.
