To summarize practical experience, consolidate reform achievements, respond to the concerns of enterprises, fill in shortcomings and weaknesses, and effectively implement the requirement of equal treatment of state-owned enterprises and private enterprises from a legal system through hard and practical measures, playing the role of the rule of law in consolidating the foundation, stabilizing expectations, and promoting long-term development. The meeting pointed out that in accordance with the deployment requirements of the Central Committee of the Communist Party of China and the State Council, we should focus on protecting the property rights of private enterprises and the rights and interests of entrepreneurs in accordance with the law, fair participation in market competition, equal use of production factors, fair law enforcement and justice, and governance of small and medium-sized enterprise arrears. We should establish and improve relevant systems, maintain consistency and stability in policy formulation and implementation with the rule of law thinking and methods, further boost confidence, stimulate the endogenous power and innovative vitality of various business entities, and promote the accelerated development of new quality productive forces. He Rong stressed that the drafting of the Law on the Promotion of Private Economy has started. We should adhere to the principle of opening the door, gathering wisdom, widely listening to opinions, abiding by legislative procedures, improving the quality and efficiency of legislation, gathering consensus and strength of all parties, formulating a pragmatic, effective and operational law, promoting the healthy development of private economy, better creating a market-oriented, legalized and international first-class business environment, and providing a solid legal guarantee for the solid promotion of high-quality development and Chinese path to modernization.
