Starting from January 1st this year, the Patriotic Education Law of the People's Republic of China (hereinafter referred to as the "Patriotic Education Law") came into effect, which is the first law in China's history on patriotic education. The Patriotic Education Law is divided into 5 chapters and 40 articles, including General Provisions, Responsibilities and Tasks, Implementation Measures, Support and Guarantee, and Supplementary Provisions. It provides clear provisions on the purpose and content, subject and object, form and carrier, support and guarantee of patriotic education, and provides the most authoritative legal basis for promoting patriotic education. This provides us with a profound understanding of why patriotism education should be carried out in the new era, what kind of patriotism education should be carried out in depth, and how to carry out patriotism education in depth, pointing out the direction of progress and providing fundamental guidance. The promulgation and implementation of the Patriotic Education Law is to fix the practical experience of our party in promoting patriotic education through legislation, elevate the demand for patriotism into the will of the country, and promote and guarantee patriotic education in the new era through the rule of law. Patriotism is not only a basic moral requirement of citizens, but also a constitutional obligation of citizens. Promoting patriotic education through the rule of law is a reflection of the spirit of the Constitution and a common practice in major countries around the world. The Constitution of the People's Republic of China stipulates: "The state advocates the core socialist values, advocates the public morality of loving the motherland, loving the people, loving labor, loving science, and loving socialism, and conducts education in patriotism, collectivism, internationalism, and communism among the people.". Article 2 of the Patriotic Education Law stipulates: "The state shall carry out patriotic education among all the people, cultivate and enhance emotions towards the Chinese nation and the great motherland, inherit national spirit, enhance national consciousness, strengthen and unite all patriotic forces, and make patriotism a firm belief, spiritual strength, and conscious action of all the people." From the formulation and implementation of the National Flag Law in 1990 to the National Anthem Law introduced since the 18th National Congress of the Communist Party of China The Law on the Protection of Heroes and Martyrs and other laws are directly related to patriotic education. The formulation of the Patriotic Education Law based on the Constitution and the formation of a patriotic education legal system with the Constitution as the core is not only a necessary requirement for improving the socialist legal system with Chinese characteristics with the Constitution as the core, but also a necessary requirement for promoting the spirit of patriotism, gathering the spiritual power of building a comprehensive socialist modernized country with the rule of law, and uniting and striving for the great rejuvenation of the Chinese nation.
