Elderly care is related to people's livelihood, and strengthening the construction of elderly care talent team is the key to promoting the high-quality development of elderly care services. Recently, the Working Committee of the Standing Committee of the National People's Congress released 10 typical cases of high-quality deliberation on representative proposals and handling representative suggestions, among which "strengthening the construction of high-quality elderly care staff to promote high-quality development of elderly care services" was listed. At the first session of the 14th National People's Congress, several National People's Congress representatives proposed suggestions to improve policies and measures for elderly care services, increase the salaries and benefits of elderly care service personnel, etc. These suggestions were identified as key supervisory suggestions by the Office of the Standing Committee of the National People's Congress, led by the Ministry of Civil Affairs, and supervised by the Social Construction Committee of the National People's Congress. To this end, the Ministry of Civil Affairs conducted on-site research in 10 provinces, 25 cities, 42 villages (communities), and 62 elderly care service institutions, and through suggestions, identified the crux and corresponding countermeasures that constrain the construction of the elderly care staff team. In late January 2024, the Ministry of Civil Affairs, together with 11 departments, issued the "Opinions on Strengthening the Construction of Elderly Care Service Talent Teams" (hereinafter referred to as the "Opinions"), which is China's first comprehensive policy document on the construction of elderly care service talents. The issue of elderly care is becoming increasingly severe, and the pressure on young people to support the elderly is increasing. It is urgent to improve various elderly care policies and build a diversified and sustainable elderly care system. At the first session of the 14th National People's Congress, representative Li Longti proposed "Suggestions on Further Building a Diversified and Sustainable Elderly Care System", representative Wu Huifang proposed "Suggestions on Improving the Policy of Mutual Aid Volunteer Service for Elderly Care", representative Zhao Mingzhi proposed "Suggestions on Improving the Level of Elderly Care Team", and so on. Xu Xiao suggests further expanding vocational skills training channels, accelerating the development of vocational education in elderly care services, supporting the construction of health and wellness industry colleges in colleges and universities, guiding colleges and universities to jointly build industry colleges with elderly care service institutions, and supporting research institutions and universities to establish think tanks for elderly data research. In response to the low level of professional skills among elderly care workers, Zhao Mingzhi, a representative of the National People's Congress and a soliciter of investment from the Shengli Bridge Postal Service Department of China Post Group Co., Ltd. in Zhongshan District, Dalian City, Liaoning Province, suggested that the professional skill level recognition work for elderly care workers should be carried out uniformly, and corresponding national professional skill standards and evaluation norms should be developed quickly to ensure industry service levels. Vocational skill training and professional ethics education for elderly care service practitioners should be strengthened.
