Promoting comprehensive green transformation in economic and social development is the fundamental strategy to address resource, environmental, and ecological issues. We must adhere to comprehensive transformation, collaborative transformation, innovative transformation, and safe transformation, guided by the "dual carbon" work, and promote carbon reduction, pollution reduction, green expansion, and growth in a coordinated manner. The concept of green development should be integrated into all aspects of the entire process of economic and social development. We need to further enhance the emergency management capabilities at the grassroots level, promote the sinking of emergency management efforts, ensure a downward shift, and move the checkpoint forward, effectively prevent and resolve major safety risks, timely and effectively deal with various disasters and accidents, build a solid safety foundation, and guard the safety bottom line. We must closely address the prominent issues that constrain the deep integration of technology and economy, focus on what innovation should do, who will organize innovation, and how to support, motivate, and protect innovation, continuously deepen reform and accelerate the construction of a comprehensive innovation foundation system. The meeting pointed out that it is necessary to coordinate the regional economic layout and land space utilization, based on the functional positioning and resource endowment of each region, refine land management policy units, improve the level of resource development and utilization, and better play the leading role of demonstration in advantageous regions. We must strictly implement the control boundaries of national land space, strictly abide by the three control lines of arable land and permanent basic farmland, ecological protection red lines, and urban development boundaries, and strengthen supervision during and after the event. The meeting emphasized that to promote comprehensive green transformation of economic and social development, we should focus on key areas of economic and social development, build a green, low-carbon, and high-quality development spatial pattern, promote green transformation of industrial structure, energy structure, transportation structure, and urban-rural construction, and accelerate the formation of resource-saving and environmentally friendly production and lifestyle. We must seize the key links in promoting green transformation, promote comprehensive conservation, accelerate consumption transformation, strengthen green technology innovation and the promotion and application of advanced green technologies. We need to improve the financial, taxation, investment, pricing policies, and related market-oriented mechanisms that support green and low-carbon transformation, and provide policy support and institutional guarantees for green transformation.
