Recently, officials from the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed at the State owned Assets Supervision and Administration Commission of the State Council, as well as from 54 discipline inspection and supervision institutions of state-owned enterprises, gathered at the Central Commission for Discipline Inspection and the National Supervisory Commission to give a one-day report on their performance in 2023. From deepening and refining political supervision to maintaining a high-pressure anti-corruption situation, from doing a good job in the second half of the inspection and rectification to persistently rectifying the "four winds", the attending comrades closely focused on the theme and highlighted the key points, using vivid cases and detailed data to outline the new progress and achievements made in the discipline inspection and supervision work of state-owned assets and central enterprises in the past year. Looking back at the past year, the disciplinary inspection and supervision institutions of state-owned assets and central enterprises have always placed political supervision in the first place, with a focus on the "national big picture" that is related to the overall situation, long-term development, and fundamental aspects. They have promoted the close integration of the spirit of the 20th National Congress of the Communist Party of China, the decisions and deployments of the Party Central Committee with the actual situation of departments, industries, and fields, and ensured the implementation and effectiveness of the Party Central Committee's major policies. The discipline inspection and supervision team of China Huaneng has established a closed-loop supervision mechanism of "list management, dynamic tracking, coordinated linkage, and supervision and accountability", focusing on 18 key supervision tasks, and strengthening political supervision through "six checks" measures (looking at organizational learning, research deployment, measures taken, work progress, results achieved, and responsibilities implemented); The Discipline Inspection and Supervision Group of State Power Investment Corporation carried out special supervision around the main responsibilities, energy supply guarantee, safety production, etc., issued 16 supervision reminder letters, and promoted the resolution of a number of prominent problems. Handling cases is the most powerful form of supervision. In 2023, the Central Commission for Discipline Inspection and the National Supervisory Commission successively investigated and dealt with cases involving former party members and deputy general managers of the State Energy Investment Group Co., Ltd., former deputy ministerial level cadres of the State owned Assets Supervision and Administration Commission of the State Council, Luo Yulin, and former deputy party secretary and deputy general manager of China National Petroleum Corporation, Xu Wenrong, among other central management cadres. They held a case investigation and handling exchange meeting to promote the in-depth development of anti-corruption work in state-owned and central enterprises. The Fourth Supervision and Inspection Office of the Central Commission for Discipline Inspection and the National Supervisory Commission is exploring the establishment of a centralized news release mechanism for disciplinary inspection and supervision institutions of state-owned assets and central enterprises to investigate and handle detention cases. A total of 96 case messages were released throughout the year, continuously releasing strict signals and further creating a strict atmosphere. Under the unified deployment of the Central Commission for Discipline Inspection and the National Supervisory Commission, the disciplinary inspection and supervision institutions of state-owned enterprises such as State Machinery Group, China FAW, China Petroleum, and China Baowu, as well as local disciplinary inspection and supervision commissions, have deepened the use of the "office group ground" joint case handling model and seriously investigated and dealt with a number of typical cases of party group management cadres, showing a strong trend of multiple breakthroughs and overall promotion, and the high-pressure situation of deepening the punishment of corruption is constantly consolidating. In their work reports, many attending comrades used terms such as "breakthrough" and "significant year-on-year growth" to describe their efforts in handling cases over the past year. Deepening the special rectification of the problem of central enterprises relying on enterprises to eat enterprises is a key task guided by the Central Commission for Discipline Inspection and the State owned Assets Supervision and Administration Commission of the State Council.
