In recent years, due to factors such as rising commodity prices and increasing logistics costs, global industrial chain restructuring has accelerated. The international trade situation has become increasingly complex, and the supply and demand structure of foreign trade has undergone profound adjustments. International trade orders have shifted from large, low-frequency, and standardized commodities to small, high-frequency, and diversified commodities. Thanks to the first mover advantage of digital technology and a mature, efficient, and flexible industrial chain, China's cross-border e-commerce industry has taken advantage of the trend, accurately adapted to the new situation of international trade, and achieved good results, injecting new impetus into global trade growth. According to data, the total import and export volume of cross-border e-commerce in China reached 2.38 trillion yuan in 2023, accounting for 5.7% of the national total import and export volume, an increase of 15.6%, which is 15.4 percentage points higher than the national import and export growth rate. At the same time, various regions have seized the opportunity to promote the cross-border e-commerce industry and create new economic growth poles. Taking Hangzhou, which has been approved to establish the first cross-border e-commerce comprehensive pilot zone in China, as an example, from January to November 2023, the total import and export volume of cross-border e-commerce in this city reached 124.805 billion yuan, a year-on-year increase of 20.55%, and the export value was 108.20 billion yuan, a year-on-year increase of 25.75%; The number of cross-border e-commerce sellers has increased from over 200 in 2015 to over 50000 today. For example, Qingdao has taken the lead in establishing a "9+2" cross-border e-commerce industry cooperation and exchange mechanism covering nine provinces and regions in the Yellow River Basin, as well as Xinjiang and Yunnan, and the Yellow River Basin Cross border E-commerce Alliance. In 2023, the list of cross-border e-commerce exports was 110 million, an increase of 80% year-on-year. Since the 18th National Congress of the Communist Party of China, various policies supporting cross-border e-commerce have been intensively introduced at the central and local levels to expand high-level opening-up and build a strong trading country. As early as August 2013, the General Office of the State Council forwarded the "Opinions on Implementing Policies to Support Retail Exports of Cross border E-commerce" issued by the Ministry of Commerce and other departments, clearly requiring the acceleration of China's cross-border e-commerce development and support for retail exports of cross-border e-commerce. In the following 10 years, from the central to local governments, multiple innovative measures have been introduced in various aspects of cross-border e-commerce, including customs clearance, taxation, payment, and overseas warehouse construction, comprehensively, multi-level, and broadly promoting the healthy and sustainable innovation and development of cross-border e-commerce. The introduction of a series of relevant policies has effectively ensured the development and growth of cross-border e-commerce, making it a new driving force for China's foreign trade development. With the rapid development of cross-border e-commerce in China, issues such as intellectual property disputes, logistics and transportation bottlenecks, and shortage of professional talents are becoming increasingly prominent, becoming important factors affecting the sustainable and healthy development of cross-border e-commerce. Based on this, all parties involved should continue to innovate, overcome pain points and difficulties, overcome bottlenecks, and jointly create a new chapter in the high-quality development of cross-border e-commerce in China.
