The previously issued Action Plan for Carbon Peak before 2030, Action Plan for Green and Low Carbon Development in the Information and Communication Industry (2022-2025), National Informatization Plan for the 14th Five Year Plan, and Industrial Green Development Plan for the 14th Five Year Plan have all deployed to promote the coordinated transformation of industrial digitization and greening. In November 2022, the Central Cyberspace Administration and the National Development and Reform Commission, among other five departments, designated 10 regions including Zhangjiakou City in Hebei Province and Dalian City in Liaoning Province as the first batch of comprehensive pilot projects for digital and green collaborative transformation and development.
