Recently, the Guangdong Provincial High People's Court and the Guangdong Women's Federation held a symposium on family education guidance work, jointly signing the Implementation Opinions on Jointly Carrying out Family Education Guidance Work (hereinafter referred to as the "Opinions"). Zhang Haibo, Secretary and President of the Party Group of Guangdong High Court, and Zhang Li, Secretary and Chairman of the Party Group of the Provincial Women's Federation, jointly witnessed the signing ceremony and delivered speeches. The Opinion consists of 15 articles, covering the application of family education guidance, guidance methods, evaluation of guidance effectiveness, as well as the division of responsibilities between the court and the Women's Federation. The Opinion clearly states that in handling cases, the people's court may actively investigate and evaluate the situation of guardianship and family education in three categories: "parents or other guardians of minors who fail to fulfill their guardianship duties in accordance with the law," "infringement of the legitimate rights and interests of minors," and "minors who commit serious misconduct or criminal acts.", Family education guidance can be provided through various forms such as court education, legal interpretation and reasoning, on-site counseling, online guidance, psychological intervention, and the issuance of family education responsibility notices, depending on the situation. At the same time, it is stipulated that for couples with underage children in divorce cases, family education guidance orders may be issued based on the situation. The Opinion encourages courts and women's federations to jointly establish a family education guidance studio, actively explore the establishment of a professional family education guidance team, promote the construction of social public welfare institutions for family education guidance, and focus on establishing regular contact mechanisms such as "information sharing, regular discussions, important case discussions, similar case discussions, and linkage legal education". It is understood that in recent years, Guangdong High Court, Provincial Women's Federation, and others have carried out in-depth cooperation in household investigations, psychological counseling, and tracking and teaching mechanisms. In 2023, the courts in the province handled 3132 cases involving family education guidance, issued 191 family education guidance orders and 361 family education responsibility notices in accordance with the law, and collaborated with the Women's Federation, civil affairs, education and other departments or commissioned family education guidance institutions to carry out 527 family education guidance.
