Continuously promote the modernization level of grassroots trial work. The Implementation Measures propose that grassroots courts with relatively weak and overall lagging political construction, business work, team competence, management level, and guarantee level can be identified as weak courts; The application for determining weak courts shall be carried out in accordance with the procedures of "the plan formulated by the High Court, the preliminary evaluation by the Intermediate Court, the determination by the High Court, and the review and filing by the Supreme Court". The number of relatively weak grassroots courts determined by each province (region, city) in the country shall generally not exceed 5, with a minimum of 3, and in areas with fewer grassroots courts such as municipalities directly under the central government, there shall be no less than 2. Each higher court may separately determine a certain number of weak courts to carry out assistance management. The Implementation Measures require each higher court to establish a "one court, one file" management system for weak courts, and conduct a semi annual review and evaluation of the thinning work; The High Court should increase its assistance and guidance efforts, and higher-level courts and various business lines should strengthen their responsibility for poverty alleviation and assistance. They should regularly study the progress of poverty alleviation in weak courts, establish and improve mechanisms for leadership liaison, on-site assistance, and other assistance and guidance work, and provide targeted assistance measures in team selection, team building, business guidance, and financial support; The superior court should actively select leading cadres with high political quality, strong professional ability, and good disciplinary style to help carry out the work of poverty alleviation in weak courts, and pay attention to selecting outstanding cadres, especially young cadres with promising training prospects, to strengthen the strength of the team in weak courts. The Implementation Measures clarify the standards for delisting weak courts from five aspects, and the delisting work is carried out in accordance with the methods of "weak court application, middle court evaluation, high court review, and Supreme Court filing spot check". The delisting results are announced in an appropriate manner; Implement dynamic management for the construction of weak courts. After the weak courts are weakened, they should be determined according to standard procedures, and one should be listed, supplemented, and a new batch should be added. Continuously promote the resolution of problems and difficulties in the construction of grassroots courts; For those who have experienced a significant decline in their work and meet the standards of weak courts, they should be re identified as weak courts and focus on strengthening assistance and management. The Implementation Measures stipulate that the construction of weak courts should adhere to the working principle of "overall planning by the Supreme Court, leadership by the High Court, leadership by the Intermediate Court, and primary responsibility of grassroots courts", and the work of reducing the burden should be completed within 1 to 3 years. Each higher court should establish a leadership group to strengthen the construction of weak courts, coordinate and promote various work, and give priority to recommending and promoting the use of grassroots court presidents who have performed outstandingly and achieved remarkable results in the poverty alleviation work under the same conditions; For those who fail to promote their work effectively and have not made significant improvements in the long term, interviews should be held with the presidents of weak courts, and if necessary, relevant departments should be suggested to take organizational measures; The effectiveness of the assistance work of various intermediate courts, departments, and business lines of this court should be included in the assessment content. Grassroots court departments and individuals who have performed well in the work of poverty alleviation should be commended in a timely manner
