The procuratorial organs should adhere to the bottom line thinking, while strictly cracking down on various fraudulent crimes that infringe on the legitimate rights and interests of the elderly by investing in "elderly care projects", selling "elderly care products", claiming "housing for elderly care", handling "elderly insurance" on behalf of others, and carrying out "elderly care assistance" in accordance with the law, pay more attention to collaborating with relevant functional departments to strengthen risk prevention and control, carry out penetrating supervision, and work together to protect the elderly and related public welfare and charity The "money bag" of national finance. The procuratorial organs can, in accordance with the relevant provisions of the Anti Telecommunications and Network Fraud Law, urge banking and financial institutions to establish internal control mechanisms and security responsibility systems against telecommunications and network fraud, with a focus on strengthening the security assessment of fraud risks in new businesses such as inclusive finance and pension finance; Urge banking and financial institutions, as well as non bank payment institutions, to establish a customer due diligence system, identify beneficial owners in accordance with the law, take corresponding risk management measures, and focus on preventing the use of bank accounts, payment accounts, etc. of the elderly for telecommunications network fraud activities; Establish and improve a monitoring mechanism for abnormal accounts and suspicious transactions that are in line with the characteristics of telecommunications network fraud activities, especially those involving old fraud. Based on the risk situation, take necessary preventive measures such as verifying transaction information, re verifying identity, delaying payment settlement, restricting or suspending relevant business. The procuratorial organs can, in accordance with the relevant provisions of the Personal Information Protection Law, urge personal information processors to strictly protect sensitive personal information of the elderly, such as biometrics, specific identities, medical health, financial accounts, and travel trajectories, in accordance with the law, to prevent leakage or illegal use that may harm the personal dignity of the elderly or endanger their personal and property safety. During the 14th Five Year Plan period, the state will focus on providing basic elderly care services for elderly people facing difficulties such as disability, disability, and lack of care that families and individuals cannot cope with. With the support of the national integrated government service platform, cross departmental data sharing will be promoted, and a precise identification and dynamic management mechanism for elderly people in need will be established to gradually achieve "finding people through services".
