These five standards include three series of national standards: mandatory national standards for heavy metals and specific substances in express packaging, recommended national standards for express recycling packaging boxes, and the new version of express services. Common express packaging is usually divided into three categories: paper, plastic, and textile fiber, such as corrugated paper packaging boxes, plastic packaging bags, and container bags made of textile fiber materials used in express transit. The first mandatory national standard on express packaging, heavy metals and specific substance limits, will be implemented on June 1st. This standard clearly prohibits the use of toxic and harmful express packaging, and sets safety bottom lines and red lines for express packaging. The recommended national standard for express delivery recycling packaging boxes proposes suggestions on the number of cycles and labels of express delivery recycling packaging boxes, guiding the establishment of a packaging box recycling operation management system, which will be implemented on June 1st. The new version of the three series of national standards for express delivery services has refined the time limit for domestic express delivery services, proposed requirements for protecting the rights and interests of employees, emphasized the requirements for data security in the collection, storage, and use of personal information of express delivery users, and reasonably determined service fees. It will be implemented on April 1st. "In recent years, the State Administration for Market Regulation, together with relevant departments, has accelerated the transformation of new materials, technologies, and products related to express packaging into standards, and promoted the production, testing, and certification of packaging products based on standards." For example, in promoting the reduction of packaging materials such as adhesive tape and express waybills, the national standard for express electronic waybills replaces paper waybills with electronic waybills, transforming the original triple waybill into a single "small waybill"; The "Postal Packaging Tape" series industry standard promotes the use of "slimming tape" with a thickness of 45mm or less. Provide scientific packaging operation guidelines for the collaboration of upstream and downstream industrial chains such as e-commerce, manufacturing, and agriculture. The national standard "Requirements for Restricting Overpackaging in Express Delivery" currently under development will set requirements for the number of layers, porosity, and use of tape in express packaging to avoid duplicate and excessive packaging. As of the end of 2023, there are a total of 26 national and industry standards for green packaging for express delivery in China, covering major express packaging products such as express envelopes, packaging bags, electronic waybills, and adhesive tapes.
