The Ministry of Science and Technology, the Ministry of Civil Affairs, and the China Association for Science and Technology recently jointly issued the Notice on Carrying out the Special Action to Promote the Academic Self discipline and Self purification Role of Science and Technology Social Organizations (hereinafter referred to as the "Special Action"), aiming to guide science and technology social organizations to vigorously promote the spirit of scientists, strengthen the construction of scientific research style and academic style, play a role in promoting academic self-discipline and self purification, set an example, and jointly create a clean and upright scientific research environment. The Special Action has identified six work tasks. For example, promoting scientific and technological social organizations to actively assume the responsibility of academic self-discipline and self purification, formulating and improving self-discipline conventions and professional ethics standards for scientific research activities in various fields, promoting scientific and technological social organizations to accept commissions to conduct academic investigations, and regularly carrying out education on scientific research style, academic conduct, and research integrity. The Special Action points out that each business supervisory unit and industry management department should supervise the technology related social organizations they are in charge of, formulate and improve self-discipline conventions and professional ethics standards in their respective fields based on their actual situation, clarify professional norms, self-discipline requirements, disciplinary measures, etc., and guide members to carry out scientific research, peer evaluation and other scientific and technological activities responsibly. "Science and technology social organizations can be commissioned to form expert groups to conduct academic investigations on cases of scientific research dishonesty, and make independent, professional, and objective judgments on whether it constitutes academic misconduct." The "Special Action" also specifies that it supports the development of behavior norms for science and technology social organizations to participate in scientific research activities and standards for identifying scientific research dishonesty. "Promoting the development and implementation of academic evaluation standards for science and technology social organizations" has also been included in the document, emphasizing the need to explore the development of academic evaluation standards for this discipline from the perspectives of classification evaluation, peer review, and representative work evaluation. Each business supervisory unit shall organize the science and technology social organizations they are in charge of to implement them in science and technology evaluation activities such as award selection, talent recommendation, academician selection, and youth support projects. Specifically, in terms of how to implement it, the "Special Action" requires strengthening the collaborative supervision of business supervisory units at all levels, industry management departments, and registration management agencies, and making the construction of scientific research style and academic atmosphere an important content for the assessment, evaluation, and evaluation of scientific and technological social organizations.
