Cui Hongjian, a professor at the Institute of Regional and Global Governance at Beijing Foreign Studies University, recently stated at the 14th Xinhua News Agency International Issues Symposium that China Europe relations need to eliminate the interference of pan politicization in order to achieve stability and progress. In 2024, there are five aspects worth paying attention to in order to achieve stable development of China Europe relations. The 14th "On the World" International Issues Seminar of Xinhua News Agency was recently held at the headquarters of Xinhua News Agency in Beijing. The picture shows Professor Cui Hongjian from the Institute of Regional and Global Governance at Beijing Foreign Studies University giving a keynote speech. Cui Hongjian, photographed by Yang Jixin from Xinhua News Agency, said that in the process of political development in Europe, there has been a phenomenon of pan politicization in the past 10 years. The so-called pan politicization refers to concentrating efforts to integrate resources and respond to challenges through political mobilization. He believes that to understand pan politicization, it is necessary to understand its relationship with other concepts. For example, pan ideology refers to the infinite emphasis and exaggeration of so-called political correctness, emphasizing positions more than truth. Pan security refers to the continuous expansion of the areas involved in security, with security becoming a principle that governs various policies. Due to these changes, Europe has become increasingly aware of politics and security in the process of policy formation. Cui Hongjian stated that the impact of pan politicization on the foreign policies of Europe and the European Union can be summarized in the following three points: firstly, pan geopoliticization emphasizes more competition and confrontation between actors, redefining and delineating the distance between them; Secondly, strategization. In recent years, the European Union has introduced many strategies, covering all aspects, from space strategy to ocean strategy, from chip strategy to semiconductor strategy; Thirdly, instrumentalization, transforming some principled consensus into more powerful policy tools for it. Cui Hongjian pointed out that due to the influence of pan politicization, the EU's policy towards China has undergone some changes. In recent years, the European Union has begun to emphasize the increasingly prominent political differences between China and Europe. In 2019, the EU proposed the concept of China as an "institutional opponent". Due to the continuous pressure of pan politicization on economic and trade cooperation space, the EU proposed "risk reduction" as the main goal of its policy towards China in 2023. Cui Hongjian believes that in the past two years, China Europe relations have been greatly impacted by Europe's pan politicization policies. In addition to political mutual trust, economic and cultural exchanges are two major disaster areas. In 2023, China Europe relations achieved a stabilizing trend, and in 2024, there are five aspects worth paying attention to in order to achieve stable development of China Europe relations. One is to further consolidate and enhance the strategic height of China Europe relations. He said that the main task last year was to stabilize. Some things started last year but have not been completed yet. We need to continue working on them. The consensus reached by the leaders of China and Europe needs to be further implemented at relevant levels and in relevant fields. The second is cultural exchange. During the China Europe Summit held in December 2023, both sides agreed to hold a high-level mechanism meeting for cultural exchange and dialogue between China and Europe. For China Europe relations, without cultural exchanges and dialogue, and without the public opinion foundation of bilateral relations, it is unstable and cannot go far. I believe that the 2024 China Europe Cultural Dialogue will be a highlight and provide more support and stability for China Europe relations. The third is in the political field. international
