On January 23rd, the State Council Information Office released a white paper titled "China's Anti Terrorism Legal System and Its Practice.". This is the third anti-terrorism white paper released by the Chinese government. This white paper focuses for the first time on the process, content, and characteristics of China's establishment and improvement of a sound anti-terrorism legal system, as well as the practice, effectiveness, and experience of implementing the anti-terrorism legal system. Terrorism is a common enemy of all humanity. Counter terrorism is a common responsibility of all countries and requires the joint efforts of the international community. International cooperation is an important part of China's anti-terrorism legal system. China actively engages in policy dialogue, intelligence and information exchange, law enforcement cooperation, and international financial supervision cooperation with foreign governments and relevant international organizations in counter-terrorism international cooperation. China and India held their first anti-terrorism security dialogue in 2016, exchanging their respective anti-terrorism systems, mechanisms, and laws to enhance understanding of each other's major concerns. The Chinese wisdom in the global fight against terrorism is reflected in a series of anti-terrorism positions, principles, and concepts proposed by China. China opposes all forms of terrorism, opposes linking terrorism to specific countries, ethnic groups, and religions, opposes adopting "double standards" in counter-terrorism issues, and opposes politicizing and instrumentalizing counter-terrorism. China advocates comprehensive measures and a comprehensive approach to addressing both the root and root causes of terrorism, while also striving to eliminate poverty, de radicalization, and eradicate the soil that breeds terrorism.
