The "single window" of international trade is an important infrastructure for promoting trade facilitation. The "14th Five Year Plan for High Quality Development of Foreign Trade" clearly requires the expansion of the "single window" function of international trade and the promotion of intelligent customs clearance. The Foreign Trade Law (Amendment) has been included in the legislative plan of the 14th Standing Committee of the National People's Congress. Recently, the reporter learned from the Finance and Economics Commission of the National People's Congress that the commission suggests that relevant departments carefully study and absorb the suggestions put forward in the proposal to amend the Foreign Trade Law, further increase work intensity, and accelerate the revision of the Foreign Trade Law. During the first session of the 14th National People's Congress, representatives proposed a proposal stating that the construction of a "single window" for international trade involves numerous departments in practice, and the progress of cross departmental regulatory coordination is slow. They suggested amending the Foreign Trade Law and adding relevant provisions to promote the management of a "single window" for international trade. In this regard, the Ministry of Commerce proposes that through a "single window", data sharing and one-stop international trade procedures can be achieved between enterprises and regulatory authorities, as well as between regulatory authorities. This is beneficial for reducing trade costs, improving trade efficiency, promoting trade facilitation, and is of great significance for promoting high-quality development of foreign trade. The Ministry is actively promoting the "single window" function of international trade through the construction of free trade pilot zones, continuously enriching the "single window" function of international trade, and has cooperated with departments such as the General Administration of Customs (National Port Office) to achieve the integration of the automatic import and export supervision certificate issuance management system for 8 types of import and export licenses, export licenses, and import licenses with the "single window" of international trade.
