Efforts will be made to improve basic laws and regulations around the integration of preventing corruption, preventing corruption, and avoiding corruption. We will continue to promote national legislation against corruption, keep pace with the times, revise the Supervision Law, and take the opportunity to learn and implement the newly revised disciplinary regulations. Strengthen the supervision and inspection of the implementation of key regulations and systems to ensure integrated compliance and execution. Improving anti-corruption laws and regulations is a fundamental task in implementing the requirements of comprehensive and strict governance of the Party, and is a powerful tool for promoting the construction of Party conduct and clean governance and the fight against corruption. In the past decade of the new era, our party has formulated and revised the Code of Conduct for Integrity and Self Discipline, the Regulations on Party Supervision, twice revised the Regulations on Inspection Work, three times revised the Disciplinary Regulations, promulgated and implemented the Supervision Law, the Law on Administrative Punishments for Public Officials, and revised the Criminal Law and Criminal Procedure Law... The regulatory level of the Anti Corruption Law has been continuously improved, providing institutional guarantees for the overwhelming victory and comprehensive consolidation of the fight against corruption. Promote the improvement of basic laws and regulations around the integration of not daring to corrupt, not wanting to corrupt, and not wanting to corrupt. The fundamental principle of the anti-corruption struggle and an important strategy for comprehensively and strictly governing the Party in the new era is to promote the unity of not daring to corrupt, not being corrupt, and not wanting to corrupt. We need to promote the "three non corruption" around unity and further improve the anti-corruption laws and regulations. Seize the key powers of policy making, decision-making, approval and supervision, focus on deepening institutional and mechanism reforms in key areas, accelerate the construction of governance mechanisms in emerging fields, improve power allocation and operational constraints, further plug institutional loopholes, standardize discretionary power, and reduce opportunities for rent-seeking. At the same time, it is necessary to integrate the requirements of regulatory system construction into various key issues, targets, and areas of anti-corruption, effectively prevent corruption risks, and reduce opportunities for corruption. Improve the mechanism of internal party supervision as the mainstay and various types of supervision and coordination, strengthen the connection between discipline and law, improve the grassroots supervision system, and make the deterrence of not daring to corrupt more prominent, the fence that cannot be corrupt more tight, and the embankment that does not want to be corrupt more firm, promoting more institutional achievements and greater governance efficiency. Establish a sound system to strengthen the supervision and support of the "top leaders" and leadership team. "The leader" is the leading figure in the development of the Party's cause and a key member of the "key minority". Strengthening the supervision of the "top leaders" and the leadership team is an inevitable requirement for adhering to and strengthening the comprehensive leadership of the Party, improving the quality of Party building, and promoting the deepening of comprehensive and strict governance of the Party in the new era. Disciplinary inspection and supervision organs at all levels, based on their responsibilities, conscientiously implement the "Opinions of the Central Committee of the Communist Party of China on Strengthening Supervision over" Top Leaders "and Leadership Teams", and effectively strengthen the supervision of "Top Leaders" and leadership teams. However, from a practical perspective, supervision over the "top leaders" and leadership team is still a weak link. On the basis of implementing the "Opinions", various regions and departments should identify regional and industry characteristics, improve supporting systems according to local conditions, explore effective ways to strengthen supervision, and focus on forming a comprehensive understanding of "key minorities", especially "leaders"
