The Notice on Carrying out the Special Action of "Signal Upgrade" was recently issued, proposing to significantly enhance mobile network (4G and 5G) signals, significantly enhance end-to-end business perception of mobile users, and put forward clear requirements for mobile network signal coverage and application experience improvement in cultural and tourism scenarios. Recently, 11 departments including the Ministry of Industry and Information Technology, the National Development and Reform Commission, and the Ministry of Culture and Tourism jointly issued the Notice on Carrying out the Special Action for "Signal Upgrading" (hereinafter referred to as the "Notice"). The Notice specifies that by the end of 2025, over 120000 key locations will achieve deep mobile network coverage, 30000 kilometers of railways and 500000 kilometers of highways, and 200 subway lines will achieve continuous mobile network coverage. The main business indicators such as mobile network lag and latency will be comprehensively optimized. According to data obtained by the Ministry of Industry and Information Technology, there are currently over 6 million 4G base stations in China, and 4G networks have fully covered urban and rural areas; The number of 5G base stations has reached 3.282 million, and the coverage of 5G networks has gradually shifted from "city to city" to "county to county" and continues to extend to townships, administrative villages, and other areas. The relevant person in charge of the Ministry of Industry and Information Technology stated that China has built the world's largest and technologically advanced mobile network. The majority of users have shifted their focus from focusing on mobile network coverage in the past to focusing more on mobile network quality and business experience, hoping for a better digital life. Key scenarios are deeply covered. Currently, various industries are experiencing a critical stage of digital, networked, and intelligent transformation, and the demand for deep coverage of mobile networks is becoming more urgent. In terms of strengthening network coverage in key scenarios, the Notice proposes corresponding coverage targets for 11 key scenarios, including government centers, cultural and tourism, medical institutions, higher education institutions, and transportation hubs. On the issue of signal coverage for subways and railways, which has long been a concern for the public, the Notice clearly states that urban subways will gradually promote the determination of dedicated frequencies for subway wireless communication services to ensure the safety requirements of subway dedicated wireless communication services. By 2025, achieve deep coverage of all subway platforms and station halls, and basically achieve continuous coverage of mobile network signals for more than 200 urban subway lines. In terms of highways, railways, and waterways, by 2025, we will basically achieve deep coverage of key points on highways, railways, and waterways. High speed railway lines with a length of over 30000 kilometers, national highways with a length of 300000 kilometers, and provincial highways with a length of 200000 kilometers will achieve continuous coverage of mobile network signals.
