In order to implement the requirements of the 20th National Congress of the Communist Party of China's report on "improving the student funding system covering all stages of education" and further improve and standardize the evaluation of national scholarships for secondary vocational education, in accordance with the principle of equal emphasis on academic skills and relevant requirements of the Vocational Education Law, the Ministry of Education, the Ministry of Human Resources and Social Security, and the Ministry of Finance have jointly issued the "Evaluation Measures for National Scholarships for Secondary Vocational Education" (hereinafter referred to as the "Evaluation Measures"). Starting from the autumn semester of 2019, China has established the National Scholarship for Secondary Vocational Education to reward full-time students in secondary vocational schools (including technical schools) with outstanding academic and skill performance. 20000 students are awarded annually, with an annual reward of 6000 yuan per student. Over the past four years, the National Scholarship for Vocational Education has greatly inspired vocational students to study hard and grow, creating a favorable social atmosphere for the development of vocational education. The evaluation methods issued this time are a revision of the 2019 Interim Measures for the Evaluation of National Scholarships for Secondary Vocational Education. There are three main changes in this revision: firstly, it emphasizes skill orientation more. Require schools across the country to prioritize selecting students who participate in skills competitions and win awards in the selection process. Increase skill competition awards and make the World Vocational College Skills Competition an international skill competition award. The second is to tilt and support the shortage of talents and majors. In order to implement the spirit of the new vocational education law, the "elderly care" in the tilted majors with national awards will be changed to "health care", and two majors, "childcare" and "nursing", will be added to reflect the country's support for the development of talent scarce majors. The third is to use information systems to carry out evaluation work. To ensure fairness and impartiality in the evaluation process, and further improve the efficiency of the evaluation work, it is emphasized to use the national scholarship evaluation system to carry out the evaluation of vocational school national scholarships. Schools in various regions will submit the evaluation results through the evaluation system. The issuance of the "Evaluation Measures" marks that the evaluation of national scholarships for vocational schools has entered a routine stage from preliminary exploration, which will further inspire vocational school students to establish the lofty goal of becoming "great country craftsmen", study diligently, practice bravely, and continuously improve their knowledge level and professional skills; We will further promote the improvement of evaluation work and comprehensive student evaluation mechanisms in various regions and schools, and guide students to strive to become high-quality technical and skilled talents; We will further create a good social atmosphere that focuses on vocational education and values it, and promote the glorious labor, valuable skills, and great creation of the times.
