Zhao Leji, member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee and Chairman of the Standing Committee of the National People's Congress, conducted research in Tianjin from the 14th to the 15th and solicited opinions on the draft work report of the Standing Committee of the National People's Congress. At the symposium held on the 15th, 8 representatives of the National People's Congress from different fields and leaders of the People's Congress of cities, districts, and towns each gave speeches and put forward opinions and suggestions on the work report based on their respective performance practices. After listening to everyone's speeches, Zhao Leji pointed out that reporting work to the National People's Congress by the Standing Committee of the National People's Congress is an important responsibility stipulated by the Constitution and laws, and it is a systematic arrangement for consciously accepting the supervision of the Congress and the people. The Standing Committee attaches great importance to the drafting of the report and has twice solicited written opinions from the people's congresses of various provinces, regions, and cities, and listened to the opinions and suggestions of the National People's Congress deputies who attended the Standing Committee meetings. Zhao Leji emphasized that the past year has been the first year for the 14th National People's Congress and its Standing Committee to perform their duties in accordance with the law. We should base ourselves on the functions and responsibilities of the NPC, focus on the center and serve the overall situation, identify the positioning and tasks of the NPC in promoting high-quality development and promoting Chinese path to modernization, seek progress while maintaining stability to promote high-quality development of the NPC's work, and provide legal guarantee for promoting the construction of a strong country and the great cause of national rejuvenation. We must adhere to putting the people at the center, develop people's democracy throughout the entire process, vigorously promote investigation and research, improve the mechanism for absorbing public opinion and gathering public intelligence, and consolidate the public opinion foundation of the work of the National People's Congress. We must adhere to seeking truth from facts, upholding integrity and innovation, adhering to a systematic concept and holistic thinking, and carrying out various work in an orderly and timely manner according to needs. People's congresses at all levels should answer the same questions and work together in the same direction to jointly do a good job in the work of the People's Congress in the new era. Zhao Leji visited the grassroots legislative contact point and the People's Congress representative's home in Xiaobailou Street, Heping District to conduct research, and had in-depth exchanges with People's Congress representatives, legal workers, and cadres of the street People's Congress working committee. He emphasized that the whole process of people's democracy is a unique Chinese style democracy that the Party leads the people to explore and develop. Through full chain, all-round, and comprehensive participation and practice, the will and wisdom of the people are gathered to promote scientific and democratic decision-making, and to solve prominent problems of concern to the people. To practice the whole process of people's democracy, we must fully leverage the role of National People's Congress deputies under the leadership of the Party organization, establish and make good use of grassroots legislative contact points, representative stations, etc., so that legislation, supervision, and other work are fully loaded with public opinion and wisdom. Zhao Leji also visited the organs of the Standing Committee of the Municipal People's Congress to visit the cadres of the People's Congress, and conducted research on the supervision of budget networking and the construction of a database of regulatory and normative documents.
