On January 10th, the reporter learned from the Ministry of Industry and Information Technology that thirteen departments including the Ministry of Industry and Information Technology recently jointly issued the "Notice on Accelerating the Construction of" Broadband Frontier "(hereinafter referred to as the" Notice "), proposing to coordinate the construction of urban and rural networks in border areas, accelerate the upgrade to 5G and gigabit optical networks, comprehensively improve the supply and service capabilities of broadband networks, and open up the" artery "of high-quality development information in border areas. The Notice proposes that by the end of 2025, counties and townships in border areas will achieve 5G and gigabit optical network access, and the proportion of broadband access to administrative villages, rural areas with more than 20 households, border management and trade institutions, and inhabited islands will reach 100%; By the end of 2027, the proportion of administrative villages, border management and trade institutions in border areas connected to 5G networks will reach over 95%. Rural areas with more than 20 households, border national roads, and provincial roads will basically achieve 5G network coverage, and the proportion of 5G networks connected to inhabited islands will reach 100%. The Notice specifies seven key tasks, including accelerating the upgrading of broadband networks in county towns, strengthening the construction of rural broadband networks, promoting road mobile network coverage, enhancing the network security capabilities of border management institutions and border trade areas, enhancing broadband network coverage in islands and sea areas, improving network maintenance services, and empowering digital development in border areas. This includes actively guiding basic telecommunications enterprises to moderately advance the layout of "dual gigabit" network infrastructure in border counties, and flexibly adopting intermediate and low-frequency 5G base stations to gradually promote the extension and coverage of 5G networks to rural areas. Accelerating the construction of broadband border areas will also implement measures such as ensuring funding investment and improving support policies. According to the Notice, the Ministry of Industry and Information Technology and the Ministry of Finance are taking into account the construction needs of "broadband border areas" and providing key support in the telecommunications universal service projects for the network coverage needs of rural areas with high construction costs and poor natural conditions in border areas.
