Helping elderly people bridge the "digital divide"

2024-01-05

In order to better meet the growing demand for digital life and information services among the elderly, and to help build a barrier free environment with smooth information and comfortable experience, the Ministry of Industry and Information Technology recently issued the "Work Plan for Promoting the High Quality Development of Digital Technology for Aging", deploying relevant work. Online registration, online ordering, and online ride hailing... In recent years, digital technology has developed rapidly, bringing many conveniences to people's lives. However, while most people enjoy the benefits of digital technology, some elderly people are hesitant, hesitant, or unwilling to use digital products and services due to slow acceptance of new things and overly complex digital technology operations. With the accelerating aging process in our country, the urgency of solving this problem has become more prominent. To help the elderly better adapt to the digital society, on the one hand, it is necessary to retain necessary traditional service methods, and on the other hand, it is also necessary to accelerate the promotion of digital technology aging adaptation work, helping the elderly smoothly cross the "digital divide". This is not only an inherent requirement of a civilized society, but also a clear requirement of the law. The Law on the Protection of the Rights and Interests of the Elderly in China clearly stipulates that the elderly have the right to participate in social development and share the fruits of development; The Accessible Environment Construction Law, which was passed and implemented last year, also made provisions on accessible information exchange and accessible social services. Considering the comparative principles stipulated in relevant legal provisions, it is necessary to refine, concretize, and operationalize them through standards. Previously, the Ministry of Industry and Information Technology had promoted the development of universal design standards for websites and apps that are suitable for aging. Based on this, some platforms have launched "elder mode" and "elderly version" with larger fonts and simpler functions, which has optimized the experience of elderly people using digital technology to a certain extent. However, there are still many areas that need to be improved. The plan proposes to improve the standard specification system, promote the introduction of more than 20 urgently needed standards, and focus on accelerating the revision of aging friendly standards for high-frequency products in daily life. At the same time, a sound evaluation system will be established to explore the certification of aging friendly and barrier free products and services. This provides specific normative guidance for the aging friendly design and upgrading of related services and products, enabling them to better meet the actual needs of the elderly. The construction of an accessible environment is a long-term project and also a livelihood project related to the quality of life of the elderly. It can be foreseen that guiding the aging adaptation of digital technology through specific technical standards will help the elderly to bridge the "digital divide" more smoothly, integrate into digital life more calmly and conveniently, and share the fruits of economic and social development.
