Recently, the Supreme People's Procuratorate released a batch of typical cases of public interest litigation for the protection of cultural relics and cultural heritage. The picture shows obvious damage to the ancient buildings, overgrown with weeds, and the exquisite brick and wood carvings that can be vaguely seen still telling the story of unwillingness to disappear. A special campaign for procuratorial supervision of public interest litigation for the protection of traditional villages has been launched. Shexian County is the main birthplace, important carrier, and concentrated display place of Huizhou culture, with 167 traditional Chinese villages. It ranks first in the country in terms of county-level occupancy and is renowned worldwide for its Confucian and elegant Huizhou style architecture. Due to the large number, regulatory and protection work is also correspondingly complex and difficult. During the special event, the Shexian Procuratorate established a dedicated case handling team, led by the procurator general Wu Weiping. After more than three months of on-site investigation and visits, the case handling team investigated a total of 46 national level traditional villages, involving 15 aspects such as the collapse of ancient residential buildings, the overall style of new buildings being damaged, fire safety hazards, and environmental sanitation issues. "Traditional villages in Shexian County are mostly Huizhou style buildings, with roofs mostly gray or black in color. If they are newly built houses or iron sheds, they are mostly blue, red, or white. According to relevant regulations, unauthorized construction or reconstruction of houses or structures that do not conform to the overall style of traditional villages has damaged the material texture of traditional villages and needs to be stopped in a timely manner." The prosecutor in charge of the case explained that by comparing satellite images from different time periods, This change in appearance can be detected by digital algorithms. To this end, the Shexian Procuratorate has built a satellite remote sensing supervision model for five situations, including changes in the internal landscape of traditional villages and illegal land occupation. With the help of digital prosecution concepts and modern case handling methods, it has ensured the efficient collection and accurate completeness of clues for such cases. The Shexian County Procuratorate invites representatives of the National People's Congress, members of the Chinese People's Political Consultative Conference, and volunteers to conduct public hearings on the regulatory responsibilities and necessity of various relevant departments. Based on the opinions of the hearing and evaluation, and in accordance with relevant laws and regulations, the procuratorial organs have issued procuratorial suggestions to the Housing and Urban Rural Development Bureau of Shexian County and the Qizili Town Government of Shexian County, which are responsible for supervision, to urge the strengthening of the protection and utilization of traditional villages. On November 9, 2023, the Housing and Urban Rural Development Bureau of Shexian County replied that it had obtained a special fund of 145 million yuan for the protection of traditional villages, and had repaired and renovated more than 120 ancient houses in traditional villages in the county, including Tanpei Village.
