The person in charge said that in order to accelerate the promotion and application of pilot results throughout the system, and effectively implement the "Standards", To promote the standardization construction of the human resources and social security system to a new level, the Ministry of Human Resources and Social Security conducted in-depth research and argumentation, widely listened to opinions and suggestions from all parties, and drafted the Opinion, which was recently issued. The standard system is not static. The Opinion proposes that by the end of the 14th Five Year Plan, the basic public service standard system in the field of human resources and social security will be fully established, achieving full business coverage, regional coverage, and service object coverage. The Standards have been fully and effectively implemented in the field of human resources and social security, and the level of equalization of basic public services in human resources and social security and the satisfaction of service objects have significantly improved. At the same time, the Opinion also proposes 9 main tasks, including strengthening top-level design, improving the standard system, accelerating standard formulation, improving policy standards, strengthening standard implementation, promoting regional collaboration, conducting effect evaluation, strengthening work publicity, and conducting personnel training. "Each region should follow the principle of 'comprehensive coverage, complete practicality', supplement and improve local and internal standards, compile service guidelines and operating procedures item by item, accelerate the construction of a basic public service standard system that is in line with the actual situation of the local area, and lay a solid foundation for the formulation and implementation of standards."
