China has taken a crucial step towards the industrialization of intelligent connected vehicles. Recently, the Ministry of Industry and Information Technology and other four departments jointly issued the Notice on Carrying out Pilot Work of Access and Road Access for Intelligent Connected Vehicles (hereinafter referred to as the Notice), which is the first time to carry out access pilot and road access pilot for intelligent connected vehicles equipped with L3 and L4 auto drive system. This means that the commercialization process of advanced autonomous driving in China will accelerate, and the mass production of L3 level intelligent connected vehicles may arrive ahead of schedule. In recent years, the country has successively introduced a series of policies, pilot programs, standard systems, management norms, etc. to promote the industrial development of intelligent connected vehicles. The commercialization of advanced autonomous driving has a good industrial, market, and policy foundation. As of August 2023, the total number of open test roads in China has exceeded 20000 kilometers. Cities such as Beijing, Shanghai, Shenzhen, and Chongqing have carried out a large number of research and development tests, providing an intelligent road foundation for advanced autonomous driving test points. Relevant business entities generally hold a positive attitude towards intelligent connected passenger vehicles equipped with auxiliary auto drive system. According to the information released by the Ministry of Industry and Information Technology, the market penetration rate of intelligent connected passenger vehicles equipped with auxiliary auto drive system in the first half of 2023 will be as high as 42.4%, while the market penetration rate in 2022 will be 34.9%, accelerating the marketization of automatic driving. In terms of application scenarios, autonomous driving gradually covers industrial parks, scenic spots, airports, mines, ports, highways, cities, etc., posing more complex adaptation requirements for advanced autonomous driving systems. The issuance of the Notice aims to guide intelligent connected vehicle production enterprises and users to strengthen their capacity building, improve their technology, safety management, and industrialization levels, promote breakthroughs in key technology innovation, accelerate industrial structure optimization and upgrading, and promote the industrialization, scale development, and safety application of intelligent connected vehicles through admission and road pilot projects. By conducting pilot projects and summarizing experiences, we will further improve relevant laws and regulations, technical standards, admission management, and road traffic safety management systems. Currently, L2 level autonomous driving models in China have been widely used and are in a critical period of transition from L2 level+to L3 level. The acceptance of the intelligent connected vehicle market has significantly increased. The development of autonomous driving is closely related to marketization, and a large amount of capital has accelerated technological development and iteration. The growth of the industry has only gone through a few short years. The core of the development of autonomous driving is the continuous innovation of key technologies, and currently there are two major technological routes: bicycle intelligence and "vehicle road cloud" collaboration. Due to the current technological breakthroughs in safety and handling unexpected accidents in intelligent autonomous driving of bicycles, China has adopted an integrated strategy of "vehicle road cloud". The high-order automatic driving stage will be the era of intelligent connected vehicles driven by large models. The maturity of large models will determine the stability and safety of high-order auto drive system. The implementation of the "Car Road Cloud" integration strategy also needs the investment and improvement of new infrastructure. Roadside, cloud, regional edge computing center and urban data center will need a lot of investment and construction.
