According to a report by the Korean Central News Agency, the agenda of this plenary session includes summarizing the implementation of party and state policies for 2023 and studying the direction of struggle for 2024, evaluating the implementation of the national budget for 2023 and proposing the national budget for 2024, as well as studying and strengthening the leadership function of the party.
