In order to further regulate the after-school service work of compulsory education, improve the level and quality of after-school services, the General Office of the Ministry of Education, the General Office of the National Development and Reform Commission, the General Office of the Ministry of Finance, and the General Office of the State Administration for Market Regulation jointly issued the Notice on Further Regulating the Relevant Work of after-school services of compulsory education. The notice clearly proposes five "prohibitions", with specific requirements: firstly, it is strictly prohibited to expand the scope arbitrarily. After class services in schools should be arranged on class days and after completing national prescribed courses and school teaching plans, and the end time should be well connected with local normal working hours; Secondly, it is strictly prohibited to force students to participate; Thirdly, it is strictly prohibited to increase the academic burden on students, and it is not allowed to use after-school service time to organize students to practice questions, prepare for exams, teach new courses, or make up classes collectively; Fourthly, it is strictly prohibited to charge fees in the name of after-school services. Schools should strictly implement the fee disclosure system, disclose relevant information such as after-school service fee standards, service hours, and course content, and actively accept supervision from students, parents, and society; Fifthly, it is strictly prohibited for institutions and personnel who do not meet the conditions to provide after-school services on campus. A third-party institution selection and review mechanism should be established to form a list of institutions, service items, and introduction fee standards. Daily supervision should be strengthened and a dynamic adjustment mechanism should be established. According to the notice, various regions should conduct a comprehensive investigation of the implementation of after-school services in the region, adjust and improve relevant policy measures, and officially implement them from the spring semester of 2024.
