The Standing Committee of the National People's Congress conducted a law enforcement inspection on the implementation of the Seed Law this year, with the aim of using the rule of law to promote the development of the seed industry, improve the level of seed management and development in accordance with the law, and consolidate the legal foundation for the revitalization of the seed industry and the construction of an agricultural power. The relevant departments of the State Council and local governments at all levels are continuously increasing efforts to protect germplasm resources and solidify the foundation of modern seed industry development. At present, China has established a crop germplasm resource protection system with the national long-term germplasm resource library and its duplicate library as the core, 70 mid-term libraries (nurseries) and 214 original habitat protection areas as the backbone, and provincial resource libraries (nurseries) as supplements. The national long-term germplasm resource library has a preservation capacity of 1.5 million copies. Efforts will be made to promote technological innovation in the seed industry. Continuously improving the scientific research system of the seed industry, enhancing breeding innovation capabilities, and strengthening the research and development of high-quality varieties. The relevant departments of the State Council have successively implemented major projects such as breeding and research and development of seven major crops, joint research and development of breeding of four major grain crops and characteristic crops, key core technology research and development of seed sources, biological breeding, cultivation and quality improvement of forest germplasm resources, etc. They have selected and promoted a number of excellent varieties such as high-yield and high-quality rice, water-saving and disease resistant wheat, and suitable machine harvested corn. Efforts will be made to improve and perfect the variety management system. At present, the scope of protection for new agricultural plant varieties in China has expanded from 93 genera and species in 2015 to 191, with the annual application volume for new variety rights ranking first in the world for six consecutive years. In addition, the ability to ensure the supply of high-quality seeds is steadily increasing, and the supervision and law enforcement of seeds are constantly increasing. The report points out that China's seed industry is generally safe, and the implementation of the Seed Law has effectively promoted the revitalization of the seed industry, laying a solid foundation for ensuring the stable and safe supply of food and important agricultural products, and promoting the construction of an agricultural power. At the same time, it is also important to be aware that, in accordance with the provisions of the Seed Law, the goal of achieving scientific and technological self-reliance and controllable seed sources in the seed industry should be benchmarking, and the seed law should be fully implemented There are still some shortcomings and weaknesses in promoting the high-quality development of the seed industry: the identification and utilization of germplasm resources are relatively lagging behind; The innovation ability of breeding still needs to be continuously strengthened; The problem of small, weak, and scattered seed enterprises is more prominent; The protection of intellectual property rights in the seed industry still needs to be strengthened; Seed quality supervision still needs to be continuously strengthened; The support and guarantee system for the seed industry still needs to be improved.
