Commissioned by the State Council, Zheng Zhajie, Director of the National Development and Reform Commission, presented a mid-term evaluation report on the implementation of the 14th Five Year Plan for National Economic and Social Development of the People's Republic of China and the Long Range Objectives for 2035 to the 7th meeting of the Standing Committee of the 14th National People's Congress on the 26th. He introduced that the implementation of the outline has achieved "more than half of the time and more than half of the tasks", and the overall progress of the main target indicators is in line with expectations. Zheng Zhajie said that China's gross domestic product (GDP) has crossed the 120 trillion yuan level, and the per capita GDP has reached the world average level, achieving a good start to the new journey of comprehensively building a socialist modernized country. Zheng Zhajie introduced that out of the 20 main indicators proposed in the outline, 16 are basically in line with or faster than expected. Among them, four indicators, including urbanization rate of permanent residents, participation rate in basic pension insurance, proportion of surface water reaching or better than Class III water bodies, and comprehensive energy production capacity, were achieved ahead of schedule. Five indicators, including the growth of R&D investment in the whole society, the ownership of high-value invention patents per 10000 people, the proportion of added value of core industries in the digital economy to GDP, the number of practicing (assistant) physicians per thousand people, and forest coverage, have exceeded expectations. The seven indicators basically meet expectations, namely GDP growth, growth in total labor productivity, growth in per capita disposable income of residents, urban survey unemployment rate, average education years of the working age population, life expectancy per capita, and comprehensive food production capacity. The report points out that the pace of innovation driven development is accelerating, multiple "bottleneck" technologies have been overcome and industrialized, the number of new research and development institutions exceeds 2400, and the number of highly cited articles remains the second in the world. Enterprise research and development funds account for over 77% of the total social proportion. The modern industrial system is accelerating its development, and the foundation of the real economy is consolidating and strengthening. The report shows that the proportion of added value in the manufacturing industry to GDP has increased to 27.8%, and its proportion to the global market has remained stable at around 30%; The average annual growth rate of the added value of strategic emerging industries is 15.8%, accounting for over 13% of GDP; The total scale of computing power ranks second in the world; The charging infrastructure for new energy vehicles has reached 6.65 million units, a nearly three fold increase from 2020. Regional coordinated development has been solidly promoted, and the balance and synergy of development have been continuously enhanced. The report shows that the ratio of per capita GDP between the eastern and western regions has decreased from 1.67 in 2020 to 1.64 in 2022; Cities with a permanent population of less than 3 million have basically lifted household registration restrictions, and an additional 29.1 million agricultural migrant workers have settled in urban areas; The income ratio of urban and rural residents has decreased to 2.45. Solid progress has been made in promoting green and low-carbon development, and new progress has been made in ecological civilization construction. The report shows that the ecological security barrier has been continuously strengthened, with 119.36 million mu of afforestation, 94.21 million mu of grass improvement, and 56.99 million mu of desertification control completed. The area of soil erosion has decreased by more than 39000 square kilometers; The installed capacity of non fossil energy power generation has historically exceeded that of fossil energy, and the proportion of non fossil energy in total energy consumption has increased to 17.5%. The quality of life of the people has steadily improved. The report shows that a total of 31.53 million new jobs have been created in urban areas across the country in the past two and a half years. As of the end of June 2023, the number of participants in basic pension, unemployment, and work-related injury insurance in China has reached 10.5, respectively
