In order to further improve and perfect the relevant systems and mechanisms of border health and quarantine, and better safeguard people's health and national public safety, the revised draft of the Border Health and Quarantine Law was first submitted to the Standing Committee of the National People's Congress for review on the 25th. On the morning of the 25th, Yu Jianhua, the Director of the General Administration of Customs, was entrusted by the State Council to explain the revised draft of the Frontier Health and Quarantine Law to the 7th meeting of the 14th National People's Congress Standing Committee. He introduced that the implementation of the Frontier Health and Quarantine Law has played an important role in preventing the cross-border spread of infectious diseases, ensuring human health and life safety. At the same time, this law also reflects in practice that the provisions are relatively principled, the content is not complete enough, does not adapt to the actual needs of development and changes, and the emergency response measures for major infectious diseases at ports are not perfect, and the construction of public health capacity urgently needs to be strengthened. It is necessary to further improve the relevant system and mechanism of border health and quarantine through amending the law, and build a strong line of defense for port quarantine, To provide strong legal guarantees for better safeguarding people's health and national public safety. The revised draft of the Frontier Health and Quarantine Law proposed for review at this Standing Committee meeting consists of 8 chapters and 57 articles, which mainly stipulate five aspects: firstly, adhering to the Party's leadership over the work of frontier health and quarantine; Secondly, further improve the normalization system of border health and quarantine, consolidate the responsibilities of all parties, and strengthen collaborative linkage; The third is to improve the emergency response measures for major infectious disease outbreaks at ports, and make clear provisions for the emergency response measures that need to be taken at ports in case of outbreaks or epidemics of infectious diseases overseas or domestically; The fourth is to strengthen border health and quarantine measures; The fifth is to improve the provisions on legal responsibility, refine the illegal situations that should be punished, enrich the means of punishment, and increase the intensity of punishment. Yu Jianhua said that the revised draft adhered to the overall idea of overall consideration, highlighting the problem orientation, accurately grasping the positioning, and focusing on system convergence, enhanced the scientificity and accuracy of relevant institutional measures, reduced the impact on economic and trade activities as much as possible, and did not make too many provisions on technical level operational issues, leaving it to be further refined when formulating relevant supporting regulations.
