In his explanatory remarks after the United Nations Security Council voted on the draft resolution on African Union peacekeeping funding, Dai Bing stated that China welcomes the unanimous adoption of the resolution proposed by the three African countries by the Security Council. The Chinese side voted in favor and also participated in the co proposal of the draft. For many years, the African Union and sub regional organizations have actively carried out autonomous peacekeeping operations, making significant efforts and sacrifices to maintain stability and eliminate gun violence in Africa. This resolution supports the Security Council's consideration of using United Nations assessed contributions to fund African Union peacekeeping operations on a case by case basis, in accordance with the request of the African Union. This will help address the funding issues that African countries have been concerned about for many years and deepen cooperation between the United Nations and the African Union. Dai Bing said that China has put forward some opinions and suggestions during the consultations, which have been actively absorbed by the three African countries. I hope that in the future, while the United Nations provides support to African Union peacekeeping operations, it should also reflect "African leadership and African ownership". He said that protecting human rights is part of the mission of peacekeeping operations, and on this issue, there should be no preconceptions or biases towards African Union peacekeeping operations. In the future, the Security Council's handling of funding for African Union peacekeeping should not be linked to human rights issues. Dai Bing stated that China advocates strengthening cooperation between the United Nations and the African Union on funding issues, and utilizing valuable resources to the areas where Africa needs them the most. Traditional developed country investors cannot reduce their support. The issue of funding for African Union peacekeeping operations should also be comprehensively considered with United Nations peacekeeping operations. China supports streamlining and optimizing some United Nations peacekeeping operations to avoid duplication of investment and waste of resources. China firmly supports the resolution of African issues through African means and provides funding and equipment support for Africa to enhance its independent peacekeeping capabilities through multiple bilateral channels.
