2023: The situation in the Asia Pacific region remains stable with some changes

2023-12-20

In 2023, the Russia-Ukraine conflict will continue, the Palestinian Israeli war will resume, and the international situation will be severely shaken. Against the backdrop of accelerated global evolution, the overall situation in the Asia Pacific region remains relatively stable, but potential unstable factors still exist, affecting regional security and development. Since the introduction of strategic documents by multiple countries this year, multiple countries in the Asia Pacific region have issued defense strategy documents to adjust their national security strategies and plan implementation paths. The United States has issued multiple documents, including the Defense Technology Strategy, National Military Strategy, National Intelligence Strategy, and 2023 Network Strategy Overview, to propose new plans for the construction and development of armed forces. It emphasizes the use of key emerging technologies to achieve defense strategic goals, clarifies the expansion of the scope of authority of US intelligence agencies, and plans to promote the combat application of cyberspace technology. Japan has launched new versions of documents such as the Defense White Paper, the Concept of Space Security, and the Defense Technology Guidelines 2023, proposing measures for the construction of space security, clarifying the target route, key tasks, and policy support for Japan's defense technology development. South Korea has released documents such as the National Defense White Paper, National Defense Reform 4.0 Basic Plan, and National Defense Science and Technology Innovation Basic Plan for 2023-2027 to establish a strategic command center and promote the transfer of wartime combat command authority. Australia has released a Defense Strategy Assessment Report, which clarifies the mid to long term development plan and key tasks of the Australian Ministry of Defense, and adjusts its defense policy from "defensive" to "offensive". India has launched the "Indian Air Force Roadmap After 2022", proposing the merger of air and space resources to promote the transformation of air power into aerospace power. In 2023, multiple countries in the Asia Pacific region will continue to increase their defense investment, promote military development, and strengthen military deployment. The United States continues to increase its defense budget, accelerate the development and procurement of weapons and equipment, and continuously strengthen the deployment of cutting-edge forces in the Asia Pacific region. The United States has reorganized its Marine Corps deployed in Okinawa, Japan, and formed a new type of coastal combat group and a third multi domain task force. Russia is advancing defense reform and further strengthening the combat capabilities of its navy, air and space forces, and strategic missile forces. The Russian Ministry of Defense plans to deploy the Tu-160 Air Regiment and Tu-160M strategic bombers in the Far East region. The Salmat intercontinental strategic missile has been put into combat readiness duty. Japan has significantly increased its budget for "defense capabilities outside the defense zone" and "unmanned equipment defense capabilities", and expanded its ammunition reserves to enhance the operational sustainability of defense facilities, such as building underground command centers and enhancing the anti strike performance of military facilities. The Japanese Ministry of Defense has deployed the Patriot 3 anti-aircraft missile system in Okinawa and proposed the development of long-range missiles, the construction of new Aegis ships, and the mass production of high-speed gliding missiles and other weapons and equipment development plans. The Indian government has concentrated its efforts to support the local defense industry by purchasing domestically produced weapons and equipment such as anti-ship missiles, underwater submersibles, new multi-purpose ships, and coastal patrol ships, with defense procurement costs reaching new highs. There is a risk of factional confrontation. Since the beginning of this year, the overall situation in the Asia Pacific region has been relatively stable, but factional confrontation and competition with major powers still exist. The United States, Japan, and South Korea are deeply tied and deepening cooperation in the field of security. Driven by the United States
