The average annual growth rate of computing power in the past 5 years has been nearly 30%! The year 2023, which is about to pass, is a year of explosive growth in China's computing power industry. This year, policies at all levels have frequently led and escorted the high-quality development of computing power; This year, the construction of computing infrastructure has accelerated and improved, and has shifted towards intelligent computing power layout; This year, the innovative application of computing power has exploded, accelerating the deep integration of data and reality; This year, the computing power industry has continued to grow in scale, becoming a new engine of economic growth. The intensive introduction of industrial policies escorts the high-quality development of the digital age, and the importance of computing power is increasingly prominent. How to promote the high-quality development of computing power and boost the vigorous development of the digital economy has become an important issue. From the beginning of the year to the end of the year, heavyweight policy measures and planning plans related to computing power have been frequently introduced from the central to local levels, providing guidance and protection for the high-quality development of the industry. In February, the Central Committee of the Communist Party of China and the State Council issued the "Overall Layout Plan for the Construction of Digital China", proposing to systematically optimize the layout of computing power infrastructure, promote efficient complementarity and collaborative linkage of computing power between the East and the West, guide the reasonable hierarchical layout of general data centers, supercomputing centers, intelligent computing centers, edge data centers, etc., and clarify the key tasks for the development of China's computing power industry in the future. Under the leadership of top-level design, many government work reports in various regions have identified computing power as a key industry and have introduced policies and development goals related to computing power. Beijing proposes to strengthen the optimization and improvement of data centers and the overall layout of computing power centers; Hebei proposes to accelerate the construction of digital infrastructure, create a national integrated computing power network hub node in the Beijing Tianjin Hebei region, and cultivate a Zhangjiakou data center cluster; Henan proposes to develop computing infrastructure and build a central computing power center with deep integration of cloud and network; Guizhou should focus on building a computing power support base for the whole country and accelerate the implementation of the "East West Computing" project... By the end of the year, the computing power industry will once again face significant policy benefits. On October 9th, the Ministry of Industry and Information Technology and six other departments released the "Action Plan for High Quality Development of Computing Power Infrastructure", which proposed four development goals and clarified 25 key tasks around six aspects: computing power, transportation power, storage power, application empowerment, green and low-carbon, and security guarantee, providing important guidance for improving the comprehensive capacity of computing power infrastructure. Since the beginning of this year, the construction of computing power infrastructure across the country has been in full swing. The "East Calculation and West Calculation" project has entered the comprehensive construction stage from system layout, and the construction of all 8 national computing power hub nodes has started. Nearly 70 new data center projects have started in 2023. Expand capacity and improve quality, creating a high-quality computing power network with flexible scheduling. Under policy guidance, the three major operators have clear construction goals and are continuously striving to accelerate the construction of high bandwidth, low latency, and deployable computing power networks. China Telecom continues to optimize the ubiquitous computing infrastructure layout of "2+4+31+X+O", build a four level intelligent computing system, and achieve a computing power scale of 3.8 EFlops, an increase of 81% compared to the previous year; Develop the computing power distribution network platform "Xirang", launch upgraded versions of the cloud intelligent super integrated platform "Yunxiao" and the one-stop intelligent computing service platform "Huiju" to strengthen the foundation
