The China Legal Forum (2023) and the 16th China Legal Youth Forum, hosted by the China Law Society, the Political and Legal Affairs Commission of the Guangdong Provincial Committee, and the Shenzhen Municipal Party Committee and Government, were held in Shenzhen from December 17th to 18th. The meeting pointed out that we must implement the leadership of the Party throughout the entire process and all aspects of comprehensively governing the country according to law, firmly follow the path of socialist rule of law with Chinese characteristics, better play the role of the rule of law in consolidating the foundation, stabilizing expectations, and promoting long-term development, and comprehensively build a socialist modernized country on the track of the rule of law. We must adhere to the organic unity of the leadership of the Party, the people being the masters of the country, and the rule of law, and insist that all state power belongs to the people. We should focus on the goal of making the people feel fairness and justice in every legal system, every law enforcement decision, and every judicial case, deepen the comprehensive reform of the judicial system, and accelerate the construction of a fair, efficient, and authoritative socialist judicial system. The meeting stressed that we should stick to the origin, root and soul of Chinese path to modernization, unswervingly adhere to the Chinese characteristics, essential requirements and major principles of Chinese path to modernization, and ensure the correct direction of Chinese path to modernization. We must actively adapt to the needs of reform and economic and social development through the construction of the rule of law, and comprehensively deepen reform and opening up on the track of the rule of law, focusing on the deployment of scientific and technological innovation to lead the construction of a modern industrial system. This will create a good legal environment for high-quality development, deep level reform, and high-level opening up. We should keep in mind that "the country is the largest", actively participate in the great practice of comprehensively governing the country according to law and building a China under the rule of law, serve a higher level of safe China and building a China under the rule of law, and contribute to the rule of law to promote Chinese path to modernization.
