"China makes tremendous contributions to the global response to climate change" (international perspective)

On December 13th, the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28) concluded in Dubai, United Arab Emirates. After two weeks of intensive negotiations, the conference reached the UAE consensus on multiple issues related to the Paris Agreement's first global inventory, mitigation, adaptation, funding, losses and damages. The conference also decided that Azerbaijan would host the next Conference of the Parties (COP29). This conference has received high attention from the international community, attracting over 110000 registered attendees. Due to many contracting parties believing that the previous version of the agreement text "could not fully address their concerns" and had "serious opposition and division of views", consensus could not be reached before the originally planned closing time. Climate negotiations entered an "extra time" phase from noon local time on the 12th. After a day of overtime, the conference reached a consensus on the first global inventory of the Paris Agreement, calling on all parties to actively develop renewable energy, promote energy transformation, and accelerate the timetable for achieving net zero emissions. Global inventory is an important mechanism for promoting the implementation of the Paris Agreement. According to the Paris Agreement, the Conference of the Parties to the Convention should conduct its first global inventory in 2023, and thereafter every five years, to assess collective progress in achieving the objectives and long-term goals of the Paris Agreement, and to encourage all parties to continuously increase their actions. After the global inventory is completed, each contracting party will refer to the inventory results and independently determine the 2035 climate action goals. "The global inventory will help us carefully and fully examine the state of the Earth and draw a better roadmap for the future." The Secretariat of the Convention pointed out that all parties should take decisive action and respond strongly to the global inventory. "We should face reality together and put the world in the right direction." COP28 Chairman Sultan Jabil stated at the closing plenary meeting that the "UAE Consensus" reached at the conference is a strengthened, balanced, and historic package of accelerated climate action. "If we unite and act, we can have far-reaching positive impacts on the future.". Simon Steele, Executive Secretary of the Convention, pointed out that the measures reached at the conference are the "lifeline" of global climate action, not the "finish line", and "we must continue to work hard to fully implement the Paris Agreement.". UN Secretary General Guterres urged all parties to ensure maximum ambition in reducing greenhouse gas emissions and achieving climate justice. "We need all commitments made by developed countries in terms of funding and adaptation to be fully and transparently fulfilled. Many developing countries do not have financial space and are deeply affected by climate change." Zhao Yingmin, the head of the Chinese delegation and deputy minister of the Ministry of Ecology and Environment attending COP28, stated that the results achieved at the conference are in line with China's advocated concept of ecological civilization and demonstrate the current efforts of the international community to jointly address climate change, It also reflects the willingness of all parties to adhere to multilateralism and actively demonstrate more flexibility and constructive trends. 75 bilateral meetings, 15 multilateral conferences, and over 100 China corner meetings...
