The reporter learned from a press conference jointly held by the Standing Committees of the People's Congress of Beijing, Tianjin, and Hebei that the Standing Committees of the People's Congress of Beijing, Tianjin, and Hebei respectively reviewed and approved the Decision on Promoting the Construction of a Collaborative Innovation Community in Beijing, Tianjin, and Hebei on November 24th, 29th, and 30th, with a total of 20 articles, which will be implemented from the date of announcement. Wang Rongmei, Director of the Legal Affairs Office of the Standing Committee of the Beijing Municipal People's Congress, stated that it has decided to closely focus on the construction of a collaborative innovation community, solidify effective experience and practices for matters that need to be jointly promoted by the three regions, clarify the direction and measures of work, and provide legal guarantees to enhance the synergy of collaborative innovation work among the three regions and further enhance regional collaborative innovation capabilities. In terms of resource openness and sharing, it has been decided to clarify that the three regions will jointly promote the open sharing of major scientific research infrastructure, large-scale scientific research instruments, etc., and strengthen cooperation among innovation platforms such as key laboratories and technology innovation centers. In terms of talent cultivation and utilization, we will strengthen the construction of higher education alliances, improve the mutual recognition system for professional title qualifications and professional qualification regions, implement mutual recognition of professional title evaluation results, and carry out cooperation between talents and projects. It is understood that in order to promote new progress and breakthroughs in the construction of the Beijing Tianjin Hebei Collaborative Innovation Community, the Standing Committee of the People's Congress of the three regions of Beijing Tianjin Hebei has decided to designate "Legislation for the Construction of the Beijing Tianjin Hebei Collaborative Innovation Community" as a legislative collaboration project for 2023, jointly organize the drafting, and pass it simultaneously and implement it in the same year.
