The Notice proposes to expand the supply of technical and skilled talents in private enterprises, deepen the integration of industry and education, and school enterprise cooperation, support private enterprises and technical colleges to cooperate in various ways, establish naming classes, order classes, and apprenticeship classes, and strengthen the cultivation of skilled talents. Intensify the implementation of the vocational skill level system for "New Level 8 Workers", and support eligible private enterprises to independently carry out vocational skill level recognition. At the same time, we will optimize employment and entrepreneurship services for private enterprises, comprehensively utilize various enterprise related support policies such as financial subsidies, tax incentives, and employment and entrepreneurship, support the stable and expanded employment of private enterprises, and guide young people such as college graduates to work in private enterprises. Strengthen public employment services for private enterprises, build innovation and entrepreneurship service platforms for small and medium-sized enterprises, and support the entrepreneurial development of private enterprises. Promote the construction of harmonious labor relations, improve the tripartite mechanism for coordinating labor relations, strengthen employment guidance services for private enterprises, and legally protect the basic rights and interests of employees such as labor remuneration, rest and vacation, and social insurance. Strengthen the negotiation and mediation of labor disputes in private enterprises, and optimize labor security supervision services. Increase the support for social insurance to benefit enterprises, reduce the employment costs of private enterprises, and continue to implement phased policies to reduce unemployment and work-related injury insurance rates until the end of 2025. Give full play to the role of work-related injury insurance in reducing risks. We will focus on platform enterprises in industries such as transportation, food delivery, instant delivery, and local freight, and organize pilot programs to ensure occupational injury protection for new forms of employment. Actively carry out work injury prevention work for private enterprises, especially small and micro enterprises, to resolve the risk of work injury accidents in private enterprises. The Notice requires that human resources and social security departments at all levels should establish a regular communication and exchange mechanism for serving private enterprises, and promote the implementation and effectiveness of various policy measures to promote the development and growth of the private economy. To facilitate services for enterprises, continuously optimize the service process, and deepen the integration reform of "one thing" for enterprises.
