At the State Council Policy Regular Briefing held by the State Council Information Office on the 11th, Liu Bingjiang, Chief Engineer of the Ministry of Ecology and Environment and Director of the Atmospheric Environment Department, stated that he adheres to precise, scientific, and lawful pollution control, fully implements various measures of the action plan, and is confident in promoting continuous improvement of air quality. By 2025, the PM2.5 concentration in cities at or above the prefecture level nationwide will decrease by 10% compared to 2020. Liu Bingjiang said that the "Action Plan for Continuous Improvement of Air Quality" is the third "Ten Measures for Air Quality" in China, following the release of the "Action Plan for Air Pollution Prevention and Control" in 2013 and the "Three Year Action Plan for Winning the Blue Sky Defense War" in 2018. It clarifies the overall idea, improvement goals, key tasks, and responsibility implementation to promote continuous improvement of air quality. The action plan proposes that by 2025, the PM2.5 concentration in prefecture level and above cities nationwide will decrease by 10% compared to 2020, and the ratio of days with severe or above pollution will be controlled within 1%; The total emissions of nitrogen oxides and VOCs have decreased by more than 10% compared to 2020. The PM2.5 concentration in the Beijing Tianjin Hebei and surrounding areas, as well as in the Fenwei Plain, has decreased by 20% and 15% respectively. The overall PM2.5 concentration in the Yangtze River Delta region has reached the standard, and Beijing is controlling it within 32 micrograms per cubic meter. He stated that the action plan issued this time adheres to highlighting the focus of work, focusing on improving PM2.5 as the main line, and clarifying the goal of reducing PM2.5; Adhere to systematic pollution control, vigorously promote industrial, energy, and transportation structural adjustments, especially in the transportation sector where the most quantitative indicators for green and low-carbon transformation are highlighted, highlighting the coordinated emission reduction of multiple pollutants such as nitrogen oxides and VOCs; Strengthening joint prevention and control, the Beijing Tianjin Hebei region and its surrounding areas have been adjusted from "2+26" cities to "2+36" cities. The Yangtze River Delta and Beijing Tianjin Hebei are working together to solve air pollution in the eastern region as a whole. Liu Bingjiang said that since the beginning of this year, China's air quality has fluctuated, which is not only due to the increase in pollutant emissions, but also influenced by climate conditions, reflecting the long-term and arduous nature of air pollution control. We need to persevere and make unremitting efforts. The key areas have been adjusted, and the Beijing Tianjin Hebei and surrounding areas have been expanded to the "2+36" urban action plan. The key areas for air pollution prevention and control are the Beijing Tianjin Hebei and surrounding areas, the Yangtze River Delta region, and the Fenwei Plain. However, compared to before, the urban scope involved has been adjusted. In 2013, the "Ten Measures for Air Pollution Control" designated 47 cities in the Beijing Tianjin Hebei, Yangtze River Delta, and Pearl River Delta as key areas for air pollution prevention and control. In 2018, the "Three Year Action Plan for Winning the Blue Sky Defense War" adjusted the key areas to 80 cities in the Beijing Tianjin Hebei and surrounding areas, the Yangtze River Delta region, and the Fenwei Plain. Liu Bingjiang introduced that this action plan will adjust the total number of key cities for air pollution prevention and control to 82. Among them, cities in the southern part of the Yangtze River Delta have basically achieved stable PM2.5 standards and are no longer included in key areas; The cities at the border of Jiangsu, Anhui, Shandong, and Henan provinces have high PM2.5 concentrations, making them areas with prominent pollution.
