Small and medium-sized enterprises connect thousands of households and are an important force in promoting innovation, employment, and improving people's livelihoods. How to optimize government services, improve governance efficiency, and enhance the accuracy and convenience of enterprises accessing public services? Establishing a "one website" and providing "one-stop" services is a common expectation for small and medium-sized enterprises. Not long ago, the Ministry of Industry and Information Technology issued the "Guiding Opinions on Improving the Public Service System for Small and Medium sized Enterprises", which clearly proposed the establishment of a national "one-stop" service network for small and medium-sized enterprises to provide "one-stop" services. "One Network" aims to fully utilize technologies such as big data, cloud computing, and artificial intelligence, effectively integrate various service resources, connect public service institutions for small and medium-sized enterprises at national, provincial, municipal, and county levels, and strengthen interconnection with government service platforms; "One stop" aims to create a horizontally connected, vertically connected, convenient and accessible service platform, forming a service model of policy direct access, service direct delivery, and demand direct handling. In recent years, China has successively established 1697 public service institutions for small and medium-sized enterprises at all levels, basically forming a nationwide public service system for small and medium-sized enterprises, effectively promoting the healthy development of small and medium-sized enterprises. However, grassroots service institutions are still relatively weak, service resource integration is insufficient, and small and medium-sized enterprises still lack convenience in accessing public services. Establishing a "one-stop network" and providing "one-stop" services will become a powerful tool for solving problems, and will play a positive role in helping small and medium-sized enterprises overcome difficulties, reduce costs, and increase efficiency. Establishing a "one-stop network" and providing "one-stop" services, mechanism collaboration and linkage are key. Taking the exploration of the Xinxiang Plain Demonstration Zone in Henan Province as an example, the local government service and big data management bureau has led the construction of a direct and fast access platform for benefiting enterprises policies, realizing that all policy inquiries, interpretations, push notifications, and redemption processes can be processed online. At the centralized processing window for preferential policies, enterprises can conveniently enjoy services such as policy consultation, green channels, and assistance and agency services. Through the "One Network", we promote the establishment of normalized coordination mechanisms among government departments, break down departmental barriers and information silos, and provide cross regional, cross departmental, and cross level "one-stop" services. This can effectively solve the pain points and difficulties of enterprises and the public's "inability to find or understand" preferential policies, unfamiliarity with new processes, and round-trip travel, allowing enterprises to enjoy relevant preferential policies more accurately, comprehensively, and conveniently. To achieve online policy convergence and offline problem resolution through one window, advanced information technology is the support. By making good use of technologies such as data sharing, big data analysis, and artificial intelligence, we can achieve intelligent matching, automatic delivery, and fast delivery of policies and services, in order to smoothly implement and implement policies that benefit enterprises every mile. The innovative system and mechanism of Tonghua City, Jilin Province, is based on the linkage between tax and commerce, and builds a "tax business linkage+multi-party integration" platform to serve the development of the private economy. The platform analyzes and compares the conditions for enjoying preferential policies for enterprises and basic information of enterprises, outlines the "data portrait" of enterprises from multiple dimensions, and achieves precise promotion of relevant policies. By relying on relevant service platforms, achieving the transition from "finding policies for enterprises" to "finding policies for enterprises" can greatly reduce the difficulty for enterprises to obtain relevant policies, and enable enterprises to have a clear understanding of their demands and respond to everything. Currently, a new round of technological revolution and industrial transformation
