The Ministry of Transport has recently issued the autonomous vehicle Transport Safety Service Guide (Trial) (hereinafter referred to as the Guide). The Guide proposes that autonomous vehicle should carry out road transport services in designated areas and pass road traffic safety assessment according to law. Autonomous vehicle engaged in urban bus and trolley bus passenger transport and road passenger transport shall be equipped with one driver or operation safety personnel (hereinafter referred to as "safety officer"). In principle, autonomous vehicle engaged in road cargo transportation shall be equipped with safety officers. Conditional autonomous vehicle and highly autonomous vehicle engaged in taxi passenger transport shall be equipped with a safety officer. The Guide proposes that automatic driving transport operators should establish and improve the transport safety guarantee system, develop a transport safety guarantee scheme for autonomous vehicle before formal operation, and clarify the design operating conditions, staffing, operational safety risk list, hierarchical management and control measures, emergency response measures, etc. of autonomous vehicle. At the same time, autonomous vehicle shall be marked with eye-catching patterns, words or colors on the body to clearly inform other traffic participants of their self driving identity. In recent years, the application of autonomous driving technology in the field of transportation has been accelerated. Beijing, Shanghai, Guangzhou, Shenzhen and other cities have issued policies to allow autonomous vehicle to engage in commercial trial operation of urban buses and trolley buses, taxis, logistics and distribution in specific regions and periods of time, and the application scale has been expanding.
