In December, a batch of new regulations began to be implemented, which are related to all aspects of social life. Simplify the social security handling process, promote "convenient handling" and "efficient handling"; Standardize the sales behavior of fresh and edible agricultural products in the market, increase the requirements for the installation and use of lighting and other facilities in sales venues; Standardizing the scope and wording of toothpaste efficacy claims, rectifying false and exaggerated claims of efficacy, and other issues... The increasingly perfect rule of law brings a new vision for a better life. The Regulations on the Handling of Social Insurance will be implemented from December 1st to promote the convenience and efficiency of social security services. According to the regulations, social security agencies should verify the eligibility of insured individuals for social security benefits through information comparison, self authentication, and other methods, and use "more data to run errands" to make "less people run errands". Reduce unnecessary proof materials and cancel proof materials without legal regulations or the basis of State Council decisions; Provide convenient services for special groups such as the elderly and disabled through authorized agency and on-site services. For those who are suspected of losing their eligibility for social security benefits and continuing to enjoy them, the social security agency shall investigate and verify. If it is confirmed through investigation that it does not meet the eligibility for social security benefits, the distribution of benefits will be suspended; Individuals who enjoy more social security benefits shall be ordered to return by the social security agency. The Measures for the Supervision and Administration of Quality and Safety in the Sales of Fresh and Edible Agricultural Products in the Market shall be implemented from December 1st to regulate the sales behavior of fresh and edible agricultural products in the market. In response to the misleading issue of "fresh lamps" reported by the public, measures have been taken to increase the requirements for the installation and use of lighting and other facilities in sales venues. It is stipulated that the sale of fresh edible agricultural products shall not use lighting and other facilities that cause significant changes to the true color and sensory characteristics of edible agricultural products, in order to mislead consumers into their sensory perception of the products. Measures to strengthen the food safety responsibilities of market initiators and sellers, stipulate that market initiators fulfill management obligations such as registration and filing of entry sellers, signing of agreements, and entry inspections, as well as sellers fulfill their main responsibilities such as purchase inspections, regular inspections, and labeling of information; Clearly, fresh cut fruits and vegetables and other ready to eat agricultural products should be protected for food safety to prevent cross contamination. The "Measures for the Supervision and Administration of Toothpaste" will be implemented from December 1st to standardize the scope and wording of toothpaste efficacy claims. The efficacy claims of some toothpaste products blur the boundaries with drugs and medical devices, posing safety risks to consumer health. The method is clear, and there should be sufficient scientific basis for claiming the efficacy of toothpaste. The toothpaste registrant shall publish on the filing information service platform a summary of the literature, research data, or product efficacy evaluation materials on which the efficacy claim is based, and accept social supervision. The National Medical Products Administration formulates, publishes, and adjusts the toothpaste classification catalog based on factors such as the efficacy claims and user groups of toothpaste. Toothpaste is subject to filing management, and new toothpaste raw materials are registered or filed according to the degree of risk, and a safety monitoring system is implemented. New toothpaste raw materials that have not experienced any safety issues during the safety monitoring period shall be included in the catalog of used toothpaste raw materials formulated by the National Medical Products Administration. The "Measures for the Administration of Food Business License and Filing" will come into effect on December 1st, simplifying the licensing regulations for the production and sale of simple food products.
