In recent years, with the deep involvement of the Internet in the learning, life, and entertainment of minors, the importance of protecting the personal information network of minors has become increasingly prominent. Recently, the State Council has issued the "Regulations on the Network Protection of Minors" (hereinafter referred to as the "Regulations"), which put forward specific requirements for the network protection of personal information of minors in the form of a special chapter. What is the overall situation of network protection for personal information of minors currently? What should be done to promote the implementation and effectiveness of relevant requirements? Our reporter conducted an interview on this matter. The awareness of network protection for personal information of minors still needs to be strengthened. Personal information of minors, including their name, ID number, biometric information, address, and whereabouts, belongs to highly sensitive information. "When your child goes online, do you pay attention to their child's information protection issues?" Recently, faced with questions from reporters, many parents seem confused about what is network protection for minors' personal information and how to protect it. A homeroom teacher at a primary school in Beijing told reporters that compared to topics such as internet addiction and bullying, parents have a lower awareness and perception of their children's personal information network security, and "there is also less security education related to personal information network protection topics.". Regarding this, Professor Zhong Bochang from the School of Education and Information Technology at South China Normal University stated that on the one hand, compared to foreign countries, China's social discussion and legislative practice in the field of personal information of minors were relatively late; On the other hand, in order to enjoy convenient and fast network services, users generally accept the transfer of certain rights, and their sensitivity to privacy information disclosure is relatively low. On the other hand, reporters have noticed that in recent years, with the continuous expansion of the breadth and depth of internet applications, the security risks of personal privacy information for minors have become increasingly severe. In a survey on the current situation of network security and privacy protection among teenagers, Fang Zengquan, Secretary of the Party Committee of the School of Journalism and Communication at Beijing Normal University, and Director of the Center for Internet Literacy of Minors, along with his team, found that 13% of middle school students have negative privacy experiences. "In the era of big data, where negative incidents of online privacy abound, minors, as a vulnerable group, are more likely to be threatened by privacy." Fang Zengquan said that compared to adults, minors lack sufficient self-protection awareness and ability. Once personal information is exposed, they are more susceptible to physical and mental harm. Starting from November 1, 2021, the Personal Information Protection Law of the People's Republic of China will officially come into effect, marking China's entry into a strong regulatory era for personal information protection. This law clearly states that personal information processors who process personal information of minors under the age of fourteen should establish specialized rules for the processing of personal information. In Fang Zengquan's view, in practice, there is still a lack of policy norms on specific issues such as "who has the right to publish personal information of minors on the internet", "who bears the main responsibility for protecting personal information of minors on the internet", "how minors advocate for changes if information is inaccurate", and "how to deal with minor information leakage incidents in the future".
