The Political Bureau of the CPC Central Committee held a meeting on November 27 to review the Opinions on Several Policies and Measures to Further Promote the High quality Development of the Yangtze River Economic Belt and the Regulations of the CPC on Leading Foreign Affairs. Since the implementation of the strategy, significant changes have occurred in ideological understanding, ecological environment, development mode, regional integration, reform and opening up, and the quality of development has steadily improved, and the development trend is becoming better. The meeting emphasized that promoting high-quality development of the Yangtze River Economic Belt fundamentally relies on the high-quality ecological environment of the Yangtze River Basin. We must unwaveringly adhere to the principle of jointly promoting large-scale protection and avoiding large-scale development, and make greater efforts in high-level protection. We must maintain and manage the ecological red line, and work together to promote carbon reduction, pollution reduction, green expansion, and growth. We must adhere to taking technological innovation as the driving force, actively open up new fields and tracks for development, strengthen the integration of regional innovation chains, and vigorously promote the modernization of industrial and supply chains. We need to coordinate the layout and transfer of industries along the Yangtze River, better connect the domestic and international markets, make good use of the two resources, enhance the endogenous power and reliability of the domestic circulation, and enhance the attractiveness and driving force of the international circulation. We must adhere to inter provincial consultation, ecological governance, comprehensive construction, and development sharing, enhance the level of regional transportation integration, deepen the market-oriented reform of factors, and promote regional coordinated development. We must coordinate development and security, maintain the security and stability of important national industrial and supply chains, enhance the disaster prevention and reduction capabilities of river basins, and contribute to the overall security with the stability of one region. We must adhere to the working mechanism of central coordination, provincial overall responsibility, and city and county implementation, strengthen coordination and supervision, increase policy support, and promote a number of major reforms in key areas. Party committees and governments at all levels in provinces and cities along the Yangtze River should effectively fulfill their main responsibilities, strengthen the implementation of work, work step by step, solidly promote, and make long-term contributions, and continuously make new progress in promoting the high-quality development of the Yangtze River Economic Belt. The meeting pointed out that the Regulations of the CPC on Leading Foreign Affairs stipulated that the party should lead foreign affairs, and transform the ideas, systems, mechanisms and successful practices of the party's long-term leadership of foreign affairs into institutional achievements, which is of great significance to ensure the effective implementation of the party's major foreign policy and strategic department. The meeting emphasized the need to further strengthen the centralized and unified leadership of the Party Central Committee in foreign affairs work. We need to accelerate the formation of a comprehensive system of foreign-related laws and regulations, and continuously improve the institutionalization, standardization, and scientific level of foreign affairs work.
