Community is the fundamental unit of urban public services and urban governance. The General Office of the State Council recently forwarded the Implementation Plan for the Construction of Embedded Service Facilities in Urban Communities issued by the National Development and Reform Commission. What public services can the project provide to community residents? How to choose pilot cities and communities? At the special press conference held by the National Development and Reform Commission on the 27th, relevant department heads introduced the important significance and main deployment of the plan. "More than 65% of the population in our country lives in cities, with residents mainly living in communities. Whether they can enjoy high-quality and inclusive public services at their doorstep and meet the needs of the people for a better life in 'small communities' is not only a' key small matter ', but also a' major issue for people's livelihood '." Liu Ming, Director of the Social Development Department of the National Development and Reform Commission, said that building embedded community service facilities, Allowing the public to enjoy high-quality services at their doorstep and downstairs can effectively solve the difficulties of transportation and errands, achieve the goal of "leaving home without leaving the community" for elderly care and childcare, and effectively reduce the costs of public services and social operations. The plan proposes that community embedded service facilities provide one or more services to community residents, including elderly care and childcare, community meal assistance, household convenience, health services, sports and fitness, cultural leisure, and children's recreation. Liu Ming stated that various regions should prioritize and focus on developing services that are urgently needed and scarce by the public in accordance with precision service requirements, such as "one elderly and one young", community meal assistance, child care, etc., and gradually supplement other services to ensure convenience, affordability, and quality assurance. Zhang Yan, Deputy Director of the Building Energy Conservation and Technology Department of the Ministry of Housing and Urban Rural Development, stated that comprehensive urban physical examinations should be carried out to identify the basic level and shortcomings of community facilities; Implement urban renewal actions and build community facilities according to local conditions; Strengthen and improve residential property management to help improve community service levels. The embedded community service facilities provide convenient conditions for elderly care services to enter the community. Li Yongxin, Deputy Director of the Elderly Care Service Department of the Ministry of Civil Affairs, said that strengthening the elderly care service functions of community embedded service facilities will effectively improve the home-based community elderly care service network and connect the "last mile" of providing elderly care services. Propose a plan to strengthen policy support for planning, construction, and land use. Yang Jun, Deputy Director of the Spatial Planning Bureau of the Ministry of Natural Resources, said that the Ministry will support the construction of community embedded service facilities by optimizing spatial layout, providing land security, integrating planning with land policies, and so on. Childcare services have received widespread attention from society. Xu Yongjun, Deputy Director of the Population and Family Department of the National Health Commission, stated that relying on community development for inclusive childcare services has unique advantages. Community embedded childcare services can provide various forms of care services for infants and young children under 3 years old, including full day care, half day care, timed care, and temporary care. The plan is clear, taking into account factors such as population distribution, work foundation, and financial level, and selecting around 50 cities for pilot projects. Each pilot city selects around 100 communities as the pilot projects for the construction of embedded community service facilities.
