Polishing the foundation of inclusive finance for the people (micro level)
2023-11-28
Strengthening policy support and enhancing governance capabilities to enable financial services to reach more "long tail customers" at affordable costs is the distinctive feature and important role of inclusive finance. It is better to practice the concept of finance for the people, deepen the structural reform of the financial supply side, actively and prudently explore a cost-effective and commercially sustainable development model of inclusive finance. "Submitting materials and obtaining a loan of 2 million yuan in three days is not only fast, but also low in interest." This year, Hainan Province has utilized technologies such as big data and 5G to promote the landing of the first live cow mortgage loan, providing new ideas for solving the financing difficulties of farmers. In the past, due to factors such as natural disasters and epidemics that may cause livestock and poultry deaths, banks generally did not accept live biological collateral. The credit loan limit is limited, making it difficult for farmers and cooperatives to obtain the necessary funds for development. Hainan Province has launched an inclusive financial product called "Hui Livestock Loan", which solves the problem of farmers lacking collateral. The relevant institutions install ear tags for each cow, and the built-in chip records and uploads the trajectory, vital signs, and other data of the cow. This can not only improve the level of intelligent management, but also build a credit platform between farmers and banks. At present, this model has been spread in Hainan Province, and small and micro enterprises engaged in live animal breeding and breeding, agricultural cooperatives and other agricultural related business entities will benefit from it. Strengthening policy support and enhancing governance capabilities to enable financial services to reach more "long tail customers" at affordable costs is the distinctive feature and important role of inclusive finance. Chinese path to modernization is a modernization with a huge population and common prosperity for all people, which inevitably requires a high-quality inclusive financial system. In recent years, China has made significant progress in the development of inclusive finance. At present, 97.9% of the country's banking institutions cover townships, and insurance services are basically fully covered in townships. The multi-level inclusive financial supply pattern is gradually established. The coverage, accessibility, and satisfaction of financial services have significantly improved, but the development of inclusive finance still faces many problems and challenges, and there is still a significant gap with the goal of building a socialist modernized country comprehensively. Continuous efforts, filling gaps, and accelerating the construction of a high-level inclusive financial system are necessary to better meet the diverse financial needs of the people. Inclusive finance takes serving the people as its responsibility, with small and micro enterprises, agricultural entities, individual businesses, the elderly, and people with disabilities as key service targets. To further promote the high-quality development of inclusive finance, we need to constantly innovate our thinking, actively use new technological means, and allocate more financial resources to key areas and weak links. For example, Yunhe County in Zhejiang Province used the right to use the "Yunhe snow pear" national geographical indication certification trademark for pledge financing to obtain more funds to dig deep into snow pear culture, extend the industrial chain and increase added value. Little snow pear has become the golden fruit for local people to become rich, with an annual output value of 196 million yuan. The application of new technologies such as big data, artificial intelligence, and blockchain can directly address the difficulties and obstacles in small and micro enterprises, employment and entrepreneurship, and effectively reduce the threshold and cost of financial services. This is also a direction worth exploring vigorously. However, in the process of developing digital inclusive finance, special attention should be paid to the aging, safety, and accessibility of products to avoid the formation of new ones
