China has successfully entered the ranks of innovative countries and achieved significant results in many fields. At the same time, it should also be noted that the overall efficiency of China's scientific and technological innovation system needs to be improved, especially in major scientific and technological innovations, where the support capacity of technology for industries urgently needs to be enhanced. The report of the 20th National Congress of the Communist Party of China proposed to "improve the scientific and technological innovation system" and "enhance the overall efficiency of the national innovation system". State owned enterprises are an important material and political foundation of socialism with Chinese characteristics. In the major scientific and technological innovation related to the construction of a strong country and the rejuvenation of the nation, state-owned enterprises should play a good role in the organization and platform of scientific and technological innovation, act as bridges and links in building the national innovation system, and promote efficient coordination of innovation resources.
