2023-11-27

Recently, the State Council issued the "Work Plan to Support Beijing in Deepening the Construction of National Service Industry and Expanding Opening up Comprehensive Demonstration Zones" (hereinafter referred to as the "2.0 Plan"). Officials from the Ministry of Commerce and Beijing Municipal Government introduced at a press conference of the State Council Information Office that in the first three quarters of this year, the added value of the service industry in 11 provinces and cities that participated in the comprehensive pilot program for expanding and opening up the service industry was 13.2 trillion yuan, accounting for 69.7% of the local GDP. The 2.0 plan has launched over 170 new pilot measures, providing practical exploration for steadily promoting institutional openness and building a high standard service industry open institutional system. The contribution of demonstration zones is increasingly evident. Since 2015, China has had 11 national comprehensive pilot provinces and cities for expanding the opening up of the service industry. According to Zhu Bing, Director of the Foreign Investment Management Department of the Ministry of Commerce, in the first three quarters of this year, the added value of the service industry in 11 pilot demonstration provinces and cities was 13.2 trillion yuan, accounting for 69.7% of the local GDP; The actual use of foreign investment in the service industry is 50.85 billion US dollars, accounting for 55.6% of the national investment in the service industry; The high-tech service industry accounts for 43% of the actual use of foreign investment in the local service industry, which is 4.5 percentage points higher than the national average. Ling Ji, Deputy Minister of Commerce and Deputy Representative for International Trade Negotiations, introduced that as the only national comprehensive demonstration zone for expanding and opening up the service industry in China, the Beijing Demonstration Zone has been continuously promoting innovation and exploration around its work positioning and target tasks for the past three years, and its contribution to the opening up of the national service industry is increasingly evident. One is to optimize the open mode. Strengthen overall planning, promote the reform and opening up and demonstration development of characteristic parks throughout Beijing, strengthen institutional innovation and factor guarantee, build a basic framework for expanding the opening up of the service industry that is in line with international rules from multiple dimensions, and optimize the comprehensive environment for development. The second is to enhance the level of openness. Beijing focuses on modern service industries such as technology, telecommunications, and culture, and has implemented over 120 high-value pilot measures, taking into account domestic and foreign investment, admission and licensing, enterprise investment, and talent and intelligence introduction. This has set a good example for promoting broader, broader, and deeper opening-up. The third is to accumulate development momentum. From September 2020 to September this year, the demonstration zone has absorbed a total of 45.75 billion US dollars in foreign investment in the service industry, accounting for 11.2% of the total foreign investment in the national service industry; In the first half of this year, the added value of the service industry accounted for 85.9% of Beijing's regional GDP. The fourth is to promote innovative achievements. The demonstration zone conforms to the trend of digital transformation in the service industry, focusing on cutting-edge hot issues such as financial industry innovation, key core technology research and development, and people's livelihood services. It has formed three batches of over 60 innovative achievements, which are replicated and promoted nationwide. Exploring deeper levels of opening-up and reform in the service industry is an important track for a new round of global technological revolution and industrial transformation, and also an important focus for China to implement its innovation driven development strategy. Sima Hong, Deputy Mayor of the Beijing Municipal People's Government, said that if we compare the 2.0 and 1.0 plans in one sentence, it is "a deeper exploration of opening up and reform.". Specifically reflected in five aspects: - Deeply exploring high-level institutional openness. The 2.0 plan pays more attention to exploring rules, standards, and other aspects, focusing on exploring ways for the country's high-level opening up. For example, in the digital field, proposing "participation in development"
